Licensing Program Analysts ( LPAs) Ariel Cazares and Thelma Razo conducted an announced prelicensing inspection. LPAs met with applicant from Kiddie Academy Jennifer Moore who guided LPAs on a tour of the facility. The application is for a change of ownership from Happy Sunshine Kids 198011624 and 198011625. The proposed infant program will operate on the same site as the proposed preschool (198020513) and school-age program (198020514). Hours of operation will be from Monday through Friday, 6:30am-6:30pm.

The infant program consists of two classrooms: Room 1-The Ocean & Room 2- The Farm. LPAs inspected and measured the classroom, including the outdoor area which is fenced for separation. Children will be signed in upon entrance to the building where a daily log is available. Parents will enter through the front entrance of the building where the lobby and director's office is located. The Director's office is located near the main entrance area where it will be used by ill children. The staff restroom will used by ill toddler children and is located next to kitchen.

Licensee shall ensure that food is age appropriate and follows Federal Food Guidelines, as well as an extra supply is available on the occasion a parent forgets to provide. Food/Formula will be provided by the parents of the child. There is also refrigerator in the classroom and sufficient cabinet and storage space for food items. There is a counter with a changing table within arm's reach of a sink.

There is age-appropriate furniture and equipment observed in the infant (0-12 months) classroom which appear to be in good condition. The napping area is separated by a plexi-glass partition which measured at 3 feet 10 inches. The applicant will need to correct the partition to meet the 4 foot requirement. There are cribs available for the infants, and roll-away cribs in case of emergency or evacuation.

The toddler classroom (12-24 months) was inspected and measured. Napping equipment (cots) were also observed in a closet in the classroom. There is a changing table within arm's reach of a sink. Children's linens are not to come in contact with other children's linens and must be washed daily or as needed.. The room has central heating and air-conditioning. Overhead lighting provides the majority of the light in the classroom, but sunlight comes through doors and windows. Hanging cubbies are available for children's belongings. Potty training services will not be provided in the infant component. First aid supplies were observed in classrooms.

The outdoor activity area is surrounded by a fence (4 feet in height) to separate the infant program from other programs. The outdoor play area has age appropriate play structures, and are in good condition. There is a shaded area and outdoor drinking water will be provided in form of a water pitcher. Children from this program can access the outdoor activity area from the infant-room 1 classroom.

Medication will be stored in the kitchen which was inspected. The kitchen was observed to be clean and pest free. The kitchen will remain off-limits to children. Medication can also be stored in a lock box in the director's office.

The carbon monoxide located in the lobby area was tested and found to be operational. There is a fire clearance that has been approved and is on file. All documents were reviewed. Although a capacity of 26 was requested, based on measurements both indoor and outdoors a capacity of 24 children can be granted. Room 1 (infants) measures for 7 and Room 2 (toddlers) measures for 17. Applicant agrees to submit an updated application to reflect a capacity of 24.

A license will granted once the following has been met:

· Partitions separating the Nap Area for the infant room (The Ocean) need to meet the 4 foot requirement.
· A copy of the Needs and Service Plan
· A copy of the Safe Sleep Plan

An exit interview was conducted with applicant Jennifer Moore. A copy of this report and appeal rights were issued and discussed.
