32 | Based on an interview that were conducted with staff#1 and staff#2, facility has an updated admission agreement due to Covid-19 but there is not any notation regarding parents right to enter the facility at any time. Per staff#1 and staff#2, new parents get a tour of indoor classrooms during enrollment and after that parents do not enter the classroom due to Covid-19 precautionary measures. Per staff#2, if a parent asks to check on the child, they can do a quick sneak pick and leave.
Based on an interview that was conducted with staff#3 and staff#4, parents can not enter the classrooms due to Covid-19. New parents get a tour of indoors. Per staff#3 and staff#4, there were parents who asked to enter the classroom and staff#3 and staff#4 stated it is not allowed and parents did not ask anymore.
Based on LPA’s observation on 10/22/2021, parents enter the facility through the side gate which leads to the backyard, sing in/out children outside and ring the bell for a teacher to come out and get the child. LPA observed teachers keep the classroom door closed all the times during 10/22/2021 inspection.
Based on LPA observations and interviews which were conducted and record reviews, the preponderance of evidence standard has been meet, therefore the above allegation is found to be Substantiated at this time. A Technical Violation under California Code of Regulations, 101218.1(b)(1)—Admission Procedures and Parental and Authorized Representative Rights is being issue on the attached LIC9102.
The Notice of Site Visit (LIC 9213) was given and must remain posted for 30 days.
Exit interview conducted and report was reviewed with the Enereyda Flores, director at 2:00 p.m..
