On 3/5/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Director Minerva Carrion and Assistant Director Jacquie Munnerlyn at the licensed facility via FaceTime.

The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate outside of the conditions of their license. This waiver will be used due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 8am to 6pm. The waiver will allow the facility to enroll school-age children under the preschool license. A temporary fire clearance has been approved for a capacity of up to 127 which will include both the preschool and school-age program. The waiver will also allow the use of rooms not previously licensed under the preschool. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 3:15pm LPA began the call. At 3:16pm LPA was toured through the facility beginning with the outdoor area where parents drop off children. There is a cart that is taken outside that holds the sign in and out sheets, thermometers, and temperature logs for both staff and children. Hand sanitizer is also made available. The gate at the entrance of the facility has COVID related postings regarding visitor policy, mask wearing, symptoms to look for. The parking lot is used as a drive up drop off where a large posting is set up to inform parents of protocols before entering. Staff wait outside to greet children and walk to the classrooms, for schoolage.

Preschool has a separate area of the lot where parents can park and escort children through a gate to the preschool classrooms. There are postings inside and outside the classrooms as well. The preschool yard is right outside their classrooms. The outdoor spaces are separated for schoolage and preschool by a gate. The parking lot is made available for outdoor play for schoolage children. Any cars parked inside are not moved during the time children are on site. There is a rest area and shaded space for children. Tables are marked by tape to keep a distance between children.

At 3:20pm LPA was guided through the classrooms. There are two preschool classrooms and two restrooms for children. Restroom 1 has 2 sinks, 2 urinals, 1 stall. Restroom 2 has 2 sinks, 2 stalls. Children were outdoors at this time. There were 7 children and 2 staff. There are a total of 7 schoolage classrooms and two restrooms. Restroom 1 has 5 stalls, 3 sinks. Restroom 2 has 2 stalls, 3 urinals, 3 sinks. At the time of inspection there was 1 child and 1 staff. Desks are observed to be spaced out and director confirmed that there is 6 feet of distance in between. LPA was shown this verified by the squares in between each desk that measure at 1 foot each.

The ill isolation area was observed in the office. There is a staff restroom available for use by an ill child. The kitchen were snacks are prepared was observed. Per director, staff wear masks and gloves, and wash their hands prior to preparation. The fire extinguisher in the office was last serviced 9/11/2020. The carbon monoxide detector in the preschool building was tested and found functional.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Director Minerva Carrion. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
