Licensing Program Analysts (LPAs) Ariel Cazares and Nolan Tcheng conducted an announced prelicensing inspection. LPA met with applicant Thomas Webb and Director Stephanie Li. The proposed facility will operate a school-age program. The location will also house the proposed preschool program #198020567. The site will operate on the Oneonta Church property. The proposed hours of operation will be Monday-Friday, 6:30am-6:30pm. At 10:41am, LPAs were guided on a tour of the facility.


At 10:41am LPAs toured the outdoor area that is designated for the school-age children. This playground is adjacent to the preschool playground but is separate by a fence. There is a current fence in place that is temporary. The fence measures 4 feet high and surrounds the playground. The fence is installed into the ground and secure. Applicant Mr. Webb, stated that a permanent fence will be installed and will notify licensing of the change. LPA Cazares pointed out the sprinklers and wiring near the ivy/garden area that may pose a hazard. Photos were captured. Director stated she will address that.

At 10:55am LPAs toured the indoor area. The facility consists of two classrooms (AS Rm 1 and AS Rm 2) located in a separate building from the preschool, on the second floor. There is a staff room available as an ill isolation area. The restrooms are located down the hall outside of the classrooms. Both classrooms and restrooms were inspected and measured. The classrooms have age appropriate furniture and a sink available. There is drinking water in form of water jugs and disposable cups. The carbon monoxide detector in classroom AS Rm 2 was tested by LPA N. Tcheng and found functional. There is overhead lighting and windows that provide for natural light. The room has central air conditioning. There are wall heaters in the classrooms that must be barricaded or verification of pilot being off submitted.

There is a kitchen onsite where meals and snacks can be prepared by the facility staff. At this time, lunch will be brought from home due to facility protocol related to COVID-19. Required postings and information will be available in the hallway and outside where health checks will be conducted.

Medication will be stored in the classroom in a cabinet that will be made inaccessible. A medication log is kept on file in the office to track use of medication by children. Refrigerated medication can be stored in the kitchen.

Applicant requested a capacity of 60 school-age children. Based on inspection and measurements the facility can approved for the 52 requested. Per applicant, Thomas Webb, he will accept 52 and an updated application will be submitted. The facility measured as follows:

Indoors: 1,846.3808 square feet
Outdoors: 4,718.5128 square feet
Toilets: 3
Urinals: 2
Sinks: 4

A fire clearance has been approved for 60, but a request to update to reflect 52 will be made. All documents were reviewed.

A license will granted once the following has been met:
1. Secure hazardous objects in the outdoor playground.
2. Barricade wall heaters or submit proof that pilots are off.
3. Update parent handbook

An exit interview was conducted with applicant, Thomas Webb. Appeal rights were issued and discussed. A copy of this report was provided. A copy of the Los Angeles County Department of Public Health Guidance for Early Care and Education Providers was provided.
