On 4/22/2021, Licensing Program Analyst (LPA) Ariel Cazares conducted a technical assistance visit with Licensee Nazik Giesogian with the translation assistance of her son Agkop Baltagian at the licensed facility via FaceTime due to COVID-19 and precautionary measures.

The purpose of the visit was to provide technical assistance to the facility that has been granted a waiver to temporarily operate outside of the conditions of their license. This waiver will be used due to the spread of COVID-19 in Southern/Northern California.

The child care will be operated Monday through Friday, 7:30am to 6:00pm. The waiver will allow the facility to increase the capacity of their small license to 12 children. A fire clearance is on file for this facility for a capacity increase of up to 12 children. Should the facility need to operate beyond what has been approved in the waiver or any changes to the conditions of the waiver occur, the Monterey Park Child Care Regional Office shall be notified.

At 5:00pm, LPA was toured through the outdoor area at the front of the home. Parents arrive at the entrance and health and temperature checks are done prior to accepting child in care. Postings were not observed at the entrance of the home for parents to review. LPA was informed that the postings may have come down but will be replaced. LPA will also email licensee postings that can be used.

At 5:06pm, LPA was toured through the remaining indoor spaces of the home. The living room area is used as the primary daycare space. There was age appropriate furniture and equipment for the children. LPA was toured through the children’s restroom. There was a handwashing posting, hand soap and paper towels available for children. Mr. Agkop showed LPA that the cabinets were latched.

Areas not accessible had safety gates in place and doors had safety knobs. The kitchen was shown and is made inaccessible via a safety gate but is only accessed when children are transitioning outdoors. The outdoor area was viewed. Age appropriate equipment was observed. The outdoor area is cleaned and disinfected after every use, multiple times a day. A section of the yard is kept off-limits via a gate.

At 5:11, the tour continued back indoors. LPA inquired into the food provided by the facility. Per licensee, hand washing is done each time a meal or snack is prepared. Paper goods are used and disposed after each use. Water is provided by the daycare, but children bring their own personal water bottles for use that can be refilled in the home. There is a separate room adjacent to the daycare that can be used to isolate a child if needed. Cleaning and disinfecting is done throughout the day when children transition outdoors and at the end of the day. The smoke and carbon monoxide detector in the home were tested and found functional. The fire extinguisher in the home was purchased on 7/17/2020 as noted on the receipt.

To further ensure health and safety of the children in care, Community Care Licensing will provide on-going Technical Assistance (TA) to the facility. LPA advised director to stay updated with the Provider Information Notices (PINs) on the department website www.ccld.ca.gov as well as www.covid19.ca.gov for COVID-19 related information.

An exit interview was conducted with Licensee Nazik Giesogian and her son Agkop. A copy of this report will be sent via email with an attached read receipt as proof of receipt. LPA requested report be signed and a copy returned to the Regional Office in addition to the confirmation of read receipt.
