Licensing Program Analyst (LPA) Judy Mora met with Director Joni Isaac for the purpose of conducting a Pre-Licensing Inspection. Applicant is applying for a Preschool License with a Toddler Component. Applicant is requesting a total capacity of 79 children, 60 Preschool aged children and 19 Toddlers. The proposed program will operate Monday through Friday from 8:00am to 5:30pm. The proposed program is located on what was previously a church property. There is one other preschool license held by the Licensee, # The components will be conducted in physically separate areas but indoors and outdoors.

All indoor and outdoor areas identified on the facility sketch were toured during this visit. Per applicant, the programs will enter through the front entrance. Per Director the Sign In/Sign out procedures will be implemented and kept in the patio area before the front entrance to the building.

First Aid supplies were inventoried. A first aid kit is kept in the Teacher Lounge area. Carbon monoxide detectors and smoke detectors are present and in operable condition. Fire extinguishers have been serviced.

The applicant states that the director's office will be used as the ill isolation area and children will use the staff restroom. The facility will provide a morning and afternoon snack, children will bring their own lunches.
LPA observed sufficient storage space for children’s belongings. There is water available indoors. LPA did not observe water available outdoors. LPA did not observe containers used to discard food to have tight fitting lids; applicant will need to purchase trash cans with lids. Cleaning compounds and any poisons are stored in an area that is inaccessible to children.

LPA observed in the Ivy Room that a door alarm will need to be installed on the door leading to the outdoor area. LPA observed a floor heater in the Pre K Room, which needs to be covered and made inaccessible. LPA observed that the restroom in the Pre K Room needs to be repainted due to chipping paint.

The Pre K playground is located at the rear of the proposed pre-k art room. The toddler yard is located behind the Pre K Room. There is a shed currently on the pre-k playground that is going to be removed, photos take. A gate alarm needs to be installed on the black gate in the Pre K yard leading to the parking lot. The surface of the outdoor activity space is in a safe condition and free of hazards. LPA observed minor painting that needs to be done on the outside of the building in the toddler yard. Also, an AC unit needs to be made inaccessible. LPA did not observe outdoor drinking water available. The outdoor area is completely fenced. The toddler yard needs a new fence to separate the neighboring property. Per Director a new fence will be installed. The applicant states that there are no bodies of water on the premises and none were observed during this visit.

This facility plans to provide Incidental Medical Services – IMS. The facility will administer prescription and non-prescription medications. Medications will be stored in the director's office, unless refrigeration is needed. In this case, medication will be stored in the kitchen area. LPA observed a total of 5 toilets, 1 urinal and 5 sinks. LPA measured the indoors and outdoors as follows:

Pre K Room: Allows for 36 children.
Art Room: Allows for 7 children.
Ivy Room (Toddlers): Allows for 8 children.
Daisy Room (toddlers): Allows for 18 children.

Pre K yard: Allows for 20 children.
Toddler yard: Allows for 21 children.

The following requirements are needed prior to the applicant obtaining a preschool license:

1. Drinking water needs to be available both indoors and outdoors.
2. Door/gate alarm shall be installed in Pre K yard.
3. Playground needs maintenance-painting, ac unit to be made inaccessible.
4. New fence needs to be installed in the toddler yard.
5. Floor heater in Pre-K needs to be made inaccessible.
6. Trash cans needs tight fitting lids.
7. IMS plan will be submitted.
8. Shed in Pre K Room yard will be removed.
9. Door alarm in the Ivy Room needs to be installed.

Once the above items have been corrected, and all application documents approved, the department will make its determination on whether or not to approve the Applicant for a preschool license with a toddler component.

THE ABOVE CORRECTIONS ARE DUE ON OR BEFORE JULY 2, 2021.

Based on the measurements of the indoor and outdoor space, sinks and toilets, the facility would be eligible for a license total capacity of 62 children; 43 preschoolers and 19 Toddlers. A waiver will be submitted to request a staggered play schedule on the Pre K yard. Director was advised that waivers are not guaranteed. A fire clearance was granted for 79 children. Fire clearance is on file.

LPA informed Applicant to log onto web site www.ccld.ca.gov to obtain forms and LIVE SCAN application. Applicant advised that records must be updated with the required documents immediately, and records for all children and staff must be maintained for three (3) years after separation from the facility.

The Applicant was also advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to Community Care Licensing (CCL) within the time frame specified by the regulation. Applicant advised to visit www.shotsforschool.org for immunization information.

Exit interview conducted with Applicant Joni Issac. Appeal rights were issued and discussed.
