An unannounced required annual inspection was conducted today by Licensing Program Analyst (LPA) Bardo Baluyot. LPA was met by teacher, Yancy Cabrera and LPA did a self guided tour of the facility until Director Thushara Desilva arrived a short time later. This is a preschool age program licensed for 65 children and operates from Monday through Friday 7:00 AM - 6:00 PM.

All areas identified on the facility sketch were inspected. LPA observed 23 children with 4 staff. Teacher-child ratios were observed to be in accordance with Title 22 regulations. LPA observed 10 children in classroom 3 (2- year old’s), and 13 children in classroom 2 (3 – 4 year old’s). Classroom 1 was not in use due to current enrollment. The Licensee is within the conditions, limitations, and capacity specified on the license. Staff names were recorded. All children were observed to be under visual supervision of a teacher at all times.

LPA observed the facility to be clean, safe, sanitary and in good repair. Furniture and equipment was inspected for good repair, free of sharp, loose, or pointed parts. All indoor classrooms were inspected to ensure that the floors have a surface that is safe and clean. All toilets and hand washing facilities are in safe and sanitary operating conditions. All materials and surfaces accessible to children are toxic free. LPA observed 2 sinks available for children in care located in each classroom. The staff restroom is also located inside of classroom 1. LPA observed a restroom with 3 toilets located in classroom 2 and observed children's sleeping mats stored in classroom 2 as well. In classroom 3, LPA observed a restroom containing 3 toilets. Individual storage space is available for each child. Toys were observed to be clean and safe. There are smoke detectors and fire extinguishers located throughout the facility. LPA observed each classroom to have its own entrance accessible from the front walkway of the building. Due to COVID-19 precautionary measures, staff stated that each classroom utilizes its own entrance from outside and daily temperature checks are conducted prior to entry. The isolation area for an ill child is in the director’s office area located near the main entrance in classroom 1.

LPA observed a kitchen area accessible from classroom 1 that is used as a staff lounge. Per Director, door will remain closed at all times and will be inaccessible to children. Facility provides lunch, AM and PM snacks. Children will bring their own sippy cup for water as precautionary measures due to COVID-19. Menus were reviewed to ensure that they are being posted at least one week in advance and visible to an authorized representative. All kitchen, food preparation, and storage areas are clean, free of litter, rubbish, and rodents/vermin. All food is protected from contamination, and LPA inspected that any contaminated food is discarded immediately. There is drinking water available in all indoor classrooms via jugs and personal sippy cups are taken outdoors.

All storage containers for solid waste, including moveable bins, have tight fitting covers on and are in good repair. Disinfectants, cleaning solutions, poisons and other items that are dangerous to children are stored in an area inaccessible to children. Storage areas for poisons are locked. Facility has one or more functioning carbon monoxide detectors that meet statutory requirements. The licensee takes measures to keep the facility free of flies, other insects and rodents. LPA observed the following items posted near the front entrance Emergency Disaster Plan, Earthquake Preparedness Check list, Parents Rights Poster, Personal Rights, Child Car Seat Laws, Menus, and Activity Schedule.

Director guided LPA through the outdoor activity space. LPA observed the facility to have 3 outdoor yard spaces (main yard with a side yard attached and a front outdoor space). LPA inspected the main outdoor space with side yard attached which will be accessible from the front of the building following the sidewalk path. The front outdoor space is accessible near the front entrance. The facility was observed to have a secured fence surrounding the property. There is adequate shade in outdoor play area. LPA observed a shaded outdoor eating area with benches located in the front outdoor space. Outdoor play equipment was observed to be in good condition, free of sharp, loose or pointed parts. Outdoor activity space surface is maintained in a safe condition as is free of hazards. All areas around or under high climbing equipment, and slides were observed to have cushion material to absorb a fall. Per Director, there are no bodies of water on the premises except for a pond in the fully enclosed tortoise cage. LPA did observe the tortoise cage to be kept locked at all times and made inaccessible to children. Per Director, no transportation is being conducted by the facility. Director states there are no weapons or firearms on the premises.

Sign in and out sheets were reviewed to ensure that the person who signs the child in and out uses their full legal signature and records the time of the day. Staff Records were reviewed to ensure that a health screening report is on file. Children’s Records were reviewed to ensure that Identification and Emergency form and a medical assessment are on file. Criminal Records Clearance for adults and verification of CPR/First Aid and health preventative practices documentation was reviewed.

This facility does not provide Incidental Medical Services – IMS at this time. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.



At this time, the licensee is in compliance with California Title 22 Regulations. Therefore, there are no citations being issued today.
