An announced pre-licensing site inspection was conducted today by Licensing Program Analysts (LPAs) Crystal Green and Steven Rodriguez to inspect and measure facility for capacity determination. Applicant is seeking to provide care for a Preschool Program with a Toddler Option Program. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Director, Bo Ma, who guided analysts on a tour of the facility. This proposed Preschool Program with Toddler Option Program will operate from Monday through Saturday from 7AM until 7PM.

Due to COVID- 19 precautionary measures, Director states that parents drop off and pick up will be conducted in the main lobby area. Temperature check will be conducted and recorded on all individuals that enter the facility. Per Director, sign in and sign out will be conducted using Brightwheel. Facility has additional masks available for adults and children.

At 1:40 PM, Licensing staff was guided through a tour of the proposed preschool and toddler classrooms. This facility will have (2) toddler classrooms and (3) preschool classrooms. The proposed toddler rooms will be called will be called the classroom E (Ages 18 months to 24 months and classroom D (Ages 24 months to 36 months).

The proposed preschool classrooms will be called Classroom A (Ages 5 to 6 years), Classroom B (Ages 4 to 5 years), and Classroom C (Ages 3- 4 years). LPAs observed the toddler classrooms to be physically separate from the preschool classrooms. LPA also observed that each classroom has its own entrance to prevent crossing over between classrooms. LPAs observed sleeps mats available in each classroom. Individual storage space was observed available for each child inside the classrooms. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. There are smoke detectors and fire extinguishers located throughout the facility. LPAs observed the facility to have 9 toilet and 6 sinks available to children. All toilets and sinks are in safe and sanitary operating conditions.

At 1:55 PM, Licensing staff was guided through the proposed outdoor activity space for toddlers and preschoolers. LPAs observed the toddler yard to be physically separate for the preschool yard. All areas around or under high climbing equipment, and slides were observed to have cushion material to absorb a fall. There is shade provided via a canopy. There is a kitchen on site located next to the waiting area that will provide AM/PM snacks and Lunch for the children in care.

No transportation is being conducted by the facility. This facility plans to provide Incidental Medical Services- IMS. For IMS information, see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. During this inspection, licensing staff obtained measurements from both indoors and outdoors, capacity for the proposed preschool program will be ninety- four (94) preschoolers. At this time, due to the toddler outdoor activity space being limited to 25 children, capacity determined will be for twenty-five (25) toddlers. The facility may request an Outdoor waiver to utilize outdoor activity space on staggered play schedule for the Toddler Option Program in order to obtain the requested capacity amount of thirty-six (36) toddlers. The waiver is subject to approval by the Regional Office. A recommendation will be made to license the above facility for a total capacity of (119) children.
