An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Applicant is seeking to provide care for 8 children for an Infant program. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Licensing staff met with Applicant’s Pubudu Karalliyadde and Hewa Kosgodage De Silva, who guided analyst on a tour of the facility, also present during this inspection was Director, Cynthia Mendez. This proposed Infant Center will operate from Monday through Friday from 6AM – 6:30PM.

This facility is located on the premises of St. Thomas Malankara Orthodox Church. Due to COVID- 19 precautionary measures, Director states that parents drop off and pick up will be conducted in front of the main office outside the gate. Temperature check will be conducted, and staff will administer pre-screening questions to all visitors. Facility has additional masks available for adults and children. According to CDC guidelines, children under the age of (2) are not required to wear masks.

At 10: 50am, Licensing staff was guided through a tour of the proposed infant classroom. The propose infant classroom will be located next to the office. The Infant classroom was observed to have its own entrance physically separate from the proposed preschool areas. The classroom was observed to have a separate crib area. Licensing staff observed the napping area to contain (4) cribs and (6) cots. Page 1 of 2.

There is a refrigerator available in the kitchen for storing infant formula, bottles, infant food. There is a changing table with cushioning within arm’s length from sink. Per Applicants, Cribs and cots will be designated to each children, sheets and blankets will be washed daily by the parents. Play equipment and materials for infants were inspected for cleanliness and safety. There is a fully equipped first aid kit available in the office. Individual storage space was observed to be available for each child. There is smoke detectors and a carbon monoxide detector on site that meets statutory requirements. Locking medications cabinets will be located in the office. The isolation area for an ill child will be located in the office.

At 11: 00 AM, LPA was guided though the outdoor play area. There is adequate shade available outdoors via canopy. All areas around play equipment and slides are cushioned with material to absorb a fall. This facility plans to provide Incidental Medical Services- IMS. For IMS information, see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. Infant Classroom and Outdoor play area were measured to calculate capacity. Based on measurements taken today, capacity for the proposed Infant program with be eight (8) infants. A recommendation will be made to license the above facility for a capacity of 8 infants.
