An announced pre-licensing site inspection was conducted today by Licensing Program Analyst (LPA) Crystal Green to inspect and measure facility for capacity determination. Applicant is seeking to provide care for an Infant Program with a Toddler Option Program. Due to COVID- 19 precautionary measures were taken, individuals present during inspection wore appropriate personal protective equipment. Facility was observed to be adhering to local public health guidelines. Licensing staff met with Ana Sanchez (Center Director), Anna Lopez (Program Director), Amanda Velasquez (Associate Director), Rubin Tarango (Associate Director), and Carlos Talbor (Quality Insurance Director), who guided analyst on a tour of the facility. This proposed Infant Program with Toddler Option Program will operate from Monday through Friday from 7:30 AM until 3:30 PM.

As a COVID- 19 precautionary measures, Center Director states that the facility plans to have children drop off and pick up conducted outside of the main entrance. Temperature check will be conducted and recorded on all individuals that enter the facility. There will be a clean pen available for parents to utilize along with a designated dirty pen cup. The facility has additional masks available for adults and children. According to CDC guidelines, children under the age of (2) are not required to wear masks.

At 11:03 AM, Licensing staff was guided through a tour of the proposed Infant and toddler classrooms. This facility will have (2) Infant classrooms and (2) toddler classrooms. Page 1 of 3.

Classroom 1 (Infant ages 18- 24 months), Classroom 2 (Infant ages 12- 24 months), Classroom 3 (Toddlers ages 24-36 months), and Classroom 4 (Toddlers 24- 36 months). LPA observed the Toddler classrooms to be physically separate from the Infant classrooms. Per Director, toddler children will enter through the side of the facility through the Outdoor Play area. LPA also observed that each has its own entrance to prevent crossing over between programs. Individual storage space was observed available for each child inside the classrooms. Toys were observed to be clean and safe. Furniture and equipment were inspected for age appropriateness and good repair. There are smoke detectors and fire extinguishers located throughout the facility. LPA observed the facility to have 3 toilets and 3 sinks available to children. All toilets and sinks are in safe and sanitary operating conditions. LPA observed each classroom to have a changing table within arm’s reach of a sink. The facility was observed to have diapers and wipes available in each classroom near the changing table.

Per Director, there are (2) emergency cribs on site if needed however program starting enrollment age be 12 months. LPA observed the emergency cribs located in the storage area of the Outdoor Play yard. LPA also observed each classroom to have cots available. As a COVID-19 precautionary measure, cots will be designated to each child, sheets and blankets will be washed daily by the facility staff. LPA observed a washer and dryer available on site.

The designated isolation area will be the main office. There will be a cot available for ill children. Parents will be called immediately if a child become sick. Ill children will use the staff restroom. Per Center Director, each classroom has a locking medications cabinet and along with an emergency first aid kit.

Licensing staff was guided through the proposed outdoor activity space for Infants and Toddlers. The toddler program shall be conducted in areas physically separate from those used by older or younger children. All areas around or under high climbing equipment, and slides should have cushion material to absorb a fall. There is shade provided via canopy.

There is a kitchen on site were staff will prepare snacks. Per Site Director, lunch will be provided by an outside vendor called “International”. There is a refrigerator available in the kitchen for storing infant formula, bottles, and infant food.

No transportation is being conducted by the facility. This facility plans to provide Incidental Medical Services- IMS. For IMS information, see Evaluator Manual- Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. During this inspection, licensing staff obtained measurements from both indoors and outdoors for the designated Infant and Toddler areas. Based on measurements obtained today, capacity for the proposed Infant program with a Toddler option program will total thirty-two (32) children, allowing for (17) Infants and (15) Toddlers.

A fire clearance has been received and approved by City of Los Angeles. At this time, the facility was observed to be in compliance with Title 22 regulations. A recommendation will be made to license the above facility for a capacity of (32) children. At 1:15 pm, LPA Green conducted an exit interview with Center Director, Ana Sanchez. Page 3 of 3.
