Licensing Program Analyst (LPA) Anomeh Eivazian conducted an announced pre-licensing site inspection to ensure the facility is following the state laws and the health and safety regulations and to measure the requested Preschool component for capacity determination. The applicant is requesting a total capacity of 36 preschool children.

LPA Eivazian met with Applicant, Armineh Markarians on 04/12/2022 at 8:40 a.m. who guided analyst on a tour of the facility. Areas measured were Bright Stars and Bright Future classrooms, two playgrounds. The facility hours of operation will be Monday-Friday, 7:30 AM- 5:30 PM.

At 9:30 AM, LPA began the facility tour with Applicant, Armineh markarians starting at the walkway entrance to the school from the parking lot located off the alley towards the Del Vall Avenue, where the preschool children's parents will enter and exit. Parents will sign the child in/out by the entrance door by BrightWheel application which also will be connected to teachers cellphone to open the gate and let the parent and children in where the walk way starts and where a parent board is located on the wall on Bright Future classroom outside area with Licensing posting which are visible for all to see. Facility staff or parents will walk the child inside the classroom and bring the child out at pick up time.

LPA was then guided through the proposed preschool classrooms Bright Starts and Bright Future which were inspected and measured for capacity determination. LPA observed the classrooms to contain age appropriate furniture and equipment which were also inspected and observed to be in good condition.

The children restroom is located in each classroom. LPA observed there are two toilets and one sink in Bright Future classroom and two toilets and two sinks in Bright Stars classroom. Per Armineh Markarians, staff member will assist children to and from the restroom at all times. All toilets and sinks are in safe and sanitary operating conditions.

Napping equipment (cots/mats) were inspected and observed to be in good condition. LPA observed napping cots were stored in each classroom on a rolling rail.

Children will bring a sheet & a blanket, and parents will take it home at the end of each week to wash. LPA observed individual storage space was available for each child inside the classroom. Water will be accessible to the children via water jugs and disposable cups in all classrooms.

Breakfast, lunch and PM snack will be provided by the facility. Snack Menus were observed on the parent board. Containers used to discard food have tight fitting lids. Food preparation area is in the second floor kitchen area where a refrigerator and stove are located. The space was inspected for safety and cleanliness. There is a fully equipped first aid kit available in each classroom containing all the required supplies. Heating, lighting and ventilation were evaluated by the LPA.

Carbon monoxide detectors and smoke detectors were observed to be operable condition and located in each class room.

Smoke and Carbon Monoxide detectors should be checked regularly, and batteries replaced as needed. LPA observed fire extinguishers located in each classroom which were type 4A-60BC and the valve on each indicated that they are all fully charged, and each has a tag with a service date of 07/21/2021. Fire extinguishers need to be serviced annually or as often as necessary. Hazardous items including poisonous cleaning compounds were observed to be stored inaccessible to children.

The ill/isolation area is located in the Directors office located in the second floor. The ill child will use the staff rest room located next door to the Directors office in the second floor. The ill/isolation area has a cot/mat for a child to rest if needed. The ill child will be under direct supervision of a staff member.

LPA was then guided to the designated preschool outdoor play area, Dramatic Area, which is located in the middle of two buildings. The yard was self-contained via a gate in the bike area for separation from other areas in this entire gated yard. Water jugs with disposable cups will be used for children while outdoors.

LPA observed age-appropriate outdoor toys and play equipment to be clean, safe, and in good repair, as well as adequate shade available via a pop-up tent as an additional shade. Next LPA toured the front outdoor playarea, Structural Area which is located by entrance door. The Structural Area ground is covered by artificial grass, the is a natural share by a tree in Structural outdoor playarea. All areas around and under play equipment and slides are cushioned with material to absorb a fall. LPA did not observe any bodies of water on the premises. Measurements were obtained for the outdoor play yard. LPA advised applicant, Armineh Markarinas that the children need to be within the direct care and supervision, including visual observation and supervision of the teacher(s) at all times. LPA observed a gate was installed to the stairs which leads to the director office and kitchen area. Per applicant, a dog will be present on the premises in off-limit office area which will be inaccessible to the children.

Per applicant, Armineh Markarinas facility does not provide transportation for preschool children.
LPA reviewed with applicant, Armineh Markarians the LIC 311A, Records to Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
LPA discussed with Applicant, Reporting and Notification Requirement.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

Based on LPA measurements taken on this date and observations of the facility, the total indoor capacity of the (2) preschool classrooms (Bright Future and Bright Stars classrooms) can accommodate 28 preschool children. The measurements obtained for the outdoor space can accommodate a total of (56) preschool children. The Department has received an approved Fire Clearance from the Glendale Fire Department on 03/15/2022 to capacity of 36 children.



Final review of application will be completed prior to licensure.
