Licensing Program Analysts (LPAs) P. Bishop and F. White arrived at the above facility for the purpose of an Unannounced Annual Inspection at 9:30 am. Upon arrival, LPA's announced the purpose of the visit and was granted entry into the facility by Director Maria Reynaga who provided tour of facility. LPA's provided the inspection Entrance Checklist, LIC 126. LPA's inspected rooms/areas on the facility sketch in which child-care services are provided and to which children have access. Per licensee, the current hours of care provided are Monday-Friday 7:00 am -- 5:00p.m. There were 23 children and 3 staff present during today's inspection. All staff have current criminal background clearance. LPA observed the facility license, Publication (PUB) 394- Notification of Parent Rights and Licensing Form (LIC) 9148- Earthquake Preparedness forms. Licensee was advised to post the required documents on the parent board. The disaster drill log was available during the inspection. The last drill conducted was an earthquake drill done on 10/18/2024.

Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Linens are taken home each week to be washed. Per director, the isolation area is located in Building B with Staff supervision. Age appropriate sinks and toilets were inspected for availability and good repair in all restrooms. General sanitation was observed. Availability of indoor drinking water was observed in classrooms.
Disinfectants, cleaning solutions and other items that are dangerous to children, were inaccessible to children. Director states there are no poisons in the facility. Director states that there are no children present receiving medication. According to the Director, medication will only be administered to a child when accompanied with a doctor's note and will be stored in the office. Life saving devices were inspected and found to be operable during inspection. Carbon monoxide detectors were observed inside of the preschool room near the bookshelf.

Outdoor playground equipment is in a safe condition, free of sharp, loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, swings, slides, and similar equipment are cushioned with material that absorbs a fall. There is adequate shade in the play yard. Availability of outdoor drinking water was observed. LPA advised that no children shall be left without the supervision of a teacher at any time.

All floors were observed to be clean and safe. All materials accessible to children were observed to be toxic-free There are no firearms stored on the premises. There are no pools or bodies of water at the facility.

Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children’s Records were reviewed for completeness. (The name, address, and telephone number of child’s authorized representative and medical assessment are on file). Inspection of required forms was made and documented on the LIC 857.

LPA also reviewed staff records. The review of Staff records was documented on the LIC 859. Staff present did have proof of the AB 1207 Mandated Reporter Training certificate on file. Staff present did have proof against TB, measles, pertussis, and influenza. All staff have been given on the-job training sanitation principles, housekeeping, including universal health precautions.



At 11:15 a.m. LPA Bishop reviewed Facility Roster, and Personnel Roster for completeness.
Children's roster was reviewed and is current. Sign-In and Sign-Out sheets were reviewed. Children present were signed in. At 12:48 p.m., LPAs observed Director receive preschool children that are transported from nearby school, and immediately documented their time of arrival to the facility on the provided sign in/out sheets.

Menus for the past 30 days are available upon request.

LPA's observed some children bringing their own food in personal containers.

The facility provides AM and PM snack. At 12:00 p.m., LPA's observed children eating lunch meal that is stated on November menu.

First Aid supplies were observed in the classroom in a cabinet.

The following were discussed:


LPA advised of the requirement to report Unusual Incidents and/or injuries to the parent/guardian and to CCL within the time frame specified by the regulation, this includes any changes as soon as they occur such as construction, remodeling, telephone number changes and/or if you move from your location.

LPA advised the licensee to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov.

CCC COMPLETED SAMPLING BUT THE TEST RESULTS ARE NOT YET AVAILABLE:
Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test.

Incidental Medical Services (IMS) - Child Care Centers
Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. MyChildCarePlan.org – Maria Reynaga was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

The facility was found in compliance per Title 22 regulations, there will be no deficiencies cited only advisories given today, 11/7/2024.

A notice of site visit was given and must remain posted for 30 days.
