On Wednesday, January 26, 2022 at 10: 30 AM, Licensing Program Analyst (LPA) Mayra Rivera conducted a pre licensing inspection and met with director Vilma Medina and executive director Vickie Kropenske who guided LPA Rivera on a tour of the facility.

This is a proposed preschool program with a toddler component which consists of a toddler and preschool classroom. This program will serve children ages 2 years to 5 years. This program will operate Monday - Friday 7:00 AM - 6:00 PM.



All areas identified on the facility sketch were toured both indoors and outdoors; measurements were taken. The applicant is seeking to provide care for 8 toddlers and 24 preschool children. A fire clearance has been granted as of October 28. 2021.

At approximately 10:40 AM LPA entered toddler classroom to conduct an inspection and measurements. LPA observed age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed cubbies for children to place their personal items. LPA observed the cleaning solutions stored inside the top cabinet locked making it inaccessible for children to reach/open. LPA observed a trash bin with a tight fitting lid.

At approximately 10:51 AM LPA entered preschool classroom to conduct an inspection and measurements. LPA observed age appropriate furniture and equipment in good condition, free of sharp, not loose, or pointed parts and age appropriate toys accessible to children. LPA observed cubbies for children to place their personal items. LPA observed the cleaning solutions stored inside the top cabinet locked making it inaccessible for children to reach/open. LPA observed a trash bin with a tight fitting lid.

Director Vilma Medina has proof of pediatric First Aid/CPR certification (expires 12/9/2023), preventative health and safety training with the ,lead component dated 1/6/22, child abused mandated certification (AB 1207) dated 2/19/20 and immunization against pertussis, and measles, and influenza. Director has been informed mandated reporter training must be completed every 2 years, and is available at www.mandatedreporterca.com

LPA Rivera and director Vilma Medina discussed Covid procedures. Temperature checks are conducted prior to entering the facility, children wash their hands during drop off, during transitions, after using restroom and before and after lunch, Health checks are conducted daily during drop off, if any symptoms related to Covid child is not allowed to stay and if a fever over 100.4 child is not allowed to come in to the center and a Covid test is required. If child is exposed, child will need to quarantine.
Items discussed during this visit:

1. The following items are prohibited by Licensing: Refused Entry to a Facility or Any Part of a Facility is a violation of Section 1596.852, 1596.853 or 1597.09. Regulations 101238 (g) (2), The Presence of an Excluded Individual, Fire Clearance Violations, Accessible Bodies of Water, Accessible Firearms, Ammunition or Both.
2. Breakfast/Lunch/Snack Menus: Menus are required to be posted one week in advance where it is visible by the child's authorized representative. Menus for the past 30 days must also be available upon request.
3. Current Children’s Roster: Each child day care facility shall maintain a current roster of children who are provided care in the facility. The roster shall include the name, address, and daytime telephone number of the child's parent or guardian, and the name and telephone number of the child's physician. This roster shall be available to the licensing agency upon request.
4. LIC 311A - Records to be Maintained at the Facility: Child Care Centers was provided to the applicant during this visit. LPAs advised that forms, regulations and quarterly updates can be accessed on the Child Care Licensing website at: www.ccld.ca.gov.
5.Pediatric First Aid and CPR: At least one person trained in Pediatric First Aid and CPR must be present.
6. Designated Staff: The name of the childcare center director or fully qualified teacher(s) designated to act in the director's absence must be on file.
7. Qualifications: Educational background, training, and/or experience for each staff present must be available for review.
8. Immunization Requirements: Commencing September 1, 2016, a person shall not be employed or volunteer at a day care center if he or she has not been immunized against influenza, pertussis, and measles.

Heating lighting and ventilation were evaluated by LPA. LPA observed central AC/heater and vents located on the ceiling wall. LPA observed the thermostat located in the toddlers classroom and the current room temperature to be at 70 degrees LPA observed the fire extinguishers located inside the classrooms and kitchen and the valve on the required 2A10BC fire extinguisher indicating fully charged and serviced on 11/17/2021. Smoke detector and fire alarm are located in classrooms on the top ceiling and connected to the fire alarm. LPA observed a carbon monoxide in the preschool classroom and toddlers and tested the carbon monoxide alarm located in the toddler's classroom and heard the sound of the alarm.

At 11:15 AM LPA Rivera observed the bathrooms to be in good condition with working toilets, sinks, hand soap dispenser and paper towels. LPA observed a total of three toilets, five sinks and two diapering changing tables. Restrooms are located in classrooms. Napping equipment (cots) were observed to be stored in the teachers lounge and sheets and blankets will be provided by the facility. For ill/isolation area children will utilize the director's office and a mat will be available for children to rest if needed and the staff restroom located across for teacher's lounge. First aid kits are available in each classroom and were observed to contain the required first-aid supplies.

This program will provide breakfast, lunch and PM snack. The meals and snack will be catered by Dignity Health California Hospital Medical Center. The meals and snack will be delivered daily. A monthly snack menu is available and posted in each classroom. For water drinking LPA observed disposable water cups in each classroom and water pitchers will be utilized. LPA observed the food preparation area to be clean and free of litter, rubbish, rodents, and/or any other vermin and storage containers for solid waste, including moveable bins with tight-fitting covers that are kept on, and in good repair. The facility was observed to be free of flies, other insects and rodents.

At approximately 11:30 AM LPA Rivera entered the outdoor playground to conduct an inspection and measurements. LPA observed the equipment to be in safe condition, free of sharp, no loose or pointed parts. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. All areas around or under high climbing equipment, are cushioned with material that absorbs a fall. LPA observed the tag on the playground structure for ages 2-5 years. The shade sails provides adequate shade in the play yard. LPA observed the gates closed and the push bar has an alarm. The sandbox is covered with a tarp and compressed down with wood beams. LPA observed disposable water cups and water pitchers will be utilized. LPA advised director that the children need to be within the direct care and supervision, including visual supervision of the teacher(s) at all times. LPA did not observe bodies of water on the premises.

9.Children’s Records: must be available for review; including but not limited to, the following: Name, address and telephone number of the child's authorized representative and of relatives or others who can assume responsibility for the child if the authorized representative cannot be reached when necessary.

10.Incidental Medical Services (IMS): This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. (An IMS Plan was provided with the application and will be reviewed).

The facility will not administer or keep inhaler medication on site. In the event of a child/children having an Asthma attack, the facility protocol will be to call 911 and the parent.

Criminal Record Statement
Director Vilma Medina was informed that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

Based on measurements taken during today's inspection and toilets and sinks availability upon approval the facility shall be licensed for a capacity of 8 toddlers and 24 preschoolers.
