Licensing Program Analyst (LPA) Randy Derraco conducted an announced pre-licensing inspection to the above mentioned address on 05/12/22 at 08:55 AM. LPA met with applicant, Latasha Trammell, who guided LPA on a tour of the home. LPA observed one adults present during inspection. Individuals residing in the home have been noted and discussed. The applicant is requesting a large family childcare home license. Per applicant, operation hours will be 7 days a week, 23 hours a day. Applicant states that they will care for children 0 to 17 years old.

All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. This is a two story condominium that is located on the first floor. The home consists of one bedroom, one bathroom, living room, dining room, kitchen, front yard (fenced).
Main care areas include the living room, dining room, and bedroom. Parents will enter the facility through the front door. LPA observed disposable face masks, hand sanitizer, a sign in/out folder, pens, and required postings at the entrance to the facility. LPA observed the main care area to have several sensory toys, a wall mounted television, age appropriate toys, child sized chairs, cubby lockers for children's personal items, a wall mounted television, art supplies, children reading material and informative posters. The dining room was also observed to have a children's activity table with children sized chairs, a children's desk, additional art supplies and educational posters. LPA observed the master bedroom to have a wooden infant crib, several napping cots, a wall mounted television and a bed. Per applicant, children showing signs of illness will be separated into the master bedroom to await parent pick up. LPA observed an industrial sized floor fan with a metal cover. Slits in the cover were observed wide enough to fit LPA's pinky through. Applicant was advised of concern with use of fan and LPA observed applicant put floor fan into storage. Per applicant, she will purchase a different fan that can be wall mounted.

Off limit areas include the kitchen. A safety gate was observed to separate the main care area from the off

limits kitchen area. LPA observed cleaning supplies stored beneath the kitchen sink. A latch and a pad lock was observed below the kitchen sink making contents inaccessible. The applicant understands that licensing staff may have access to off-limit areas during inspection visit if necessary.

Outdoor play area is located in the front yard. LPA observed that the yard is fenced and free of hazards. LPA observed age appropriate toys and material outdoors.

Areas that will be used by children were inspected for safety, comfort, cleanliness. LPA observed operable telephone service and ventilation. A wall heater was observed to have a wooden cover making it inaccessible to children in care The children's bathroom was observed to be free of hazards. Magnetic locks beneath the bathroom sink and a first aid kit were observed in the children's bathroom. Children will nap on cots in the main care area. Applicant does plan on enrolling infants 0-24 months.

LPA discussed the safe sleep regulations with applicant and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed applicant of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Per applicant there are no pets, there are no firearms or weapons stored in the home and there are no bodies of water. LPA did not observe any of the above items. LPA observed that the Applicant has a 2A10 BC fire extinguisher in the home, that was purchased 04/2022. LPA advised applicant to keep purchase receipt or service fire extinguisher once a year. Smoke and carbon monoxide detector were tested and are operable.


The applicant states that they will provide food for children in care. Any food brought from the children’s homes shall be labeled with child’s name and properly stored or refrigerated. The applicant has completed the required Health and Safety Training, Nutrition, and Lead Training, Mandated Reporter Training and Pediatric First Aid and CPR. Applicant has proof of required immunization's.

LPA Provided COVID-19 Technical Assistance by emailing applicant COVID-19 resources and self-assessment prior to visit. LPA discussed self-assessment and answered question regarding COVID-19

Essential Protective Equipment and Supplies- Staff and children (24 months and older) will wear facial coverings throughout the day, excluding meal and nap times (children). Applicant has a contact-less thermometer, disposable gloves, hand sanitizer and disinfectant cleaning supplies in the home.
Cleaning- Per applicant, high touched areas, bathroom and toys will be disinfected daily or as needed.
Hygiene- Per applicant children will be given hand sanitizer upon entering the home and wash their hands for at least 20 seconds throughout the day. Children will have individual cubbies for their personal belongings. The isolation area for a sick child waiting to be picked up will be in the bedroom.
Arrival Procedures- Per applicant parents will drop off/pick up at the front door. Staff will do daily temperature checks and health screening at the front door, as parents will not be allowed to enter the facility. COVID-19 posters and resources are posted in the front entrance accessible to parents. Parents will be made aware of the COVID-19 policies and exclusion procedures in writing.

Incidental Medical Services (IMS):
This facility may provide Incidental Medical Services – IMS. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. A Plan for Providing IMS must be submitted to the Department. LPA advised the applicant how to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.cdss.ca.gov. LPA provide the following documents to applicant: Notification of Parents Rights (PUB 394), Infant Sleep Chart, Licensee, Assistant and Children's File Checklist. LPA advised applicant that Infant Sleep Chart and Checklists are not resources and cannot be found on the CDSS website.
Applicant is requesting a large family child care. Fire clearance was approved on 04/26/22. A large family childcare license may be granted upon Licensing Program Manager (LPM) Approval. Once licensed, the applicant is required to comply with the terms and limitations stated on the license.
