25 | Licensing Program Analysts (LPAs) Brannon and Iglesias conducted an unannounced case management inspection. LPA met with licensee, Maria Cosio. LPA Iglesias provided interpretation. Licensee speaks Spanish. LPA Brannon observed two staff with 12 children. Upon arriving at the facility, LPAs observed two children on the front sidewalk on a bike and skates, child #1 and child #2. Per licensee, one child was born in 2015 and the other child was born in 2013. LPA questioned staff and was informed that the children are included in the licensee's capacity. The children were located in an area that is not inspected or licensed by Community Care Licensing. LPA reviewed this with licensee. Although the two children are related to licensee, they are counted.
During today's inspection, LPAs observed a plastic blow-up wading pool that was filled with water. LPA estimated the pool to be between 2 to 3 feet tall. The children were not using the pool when LPAs arrived. The pool is not fenced, nor has a gate as required in Title 22 to prevent children from water accidental drowning. In the kitchen, LPA observed three lighters, box cutter, small pruning shears in an open kitchen drawer. In the hallway bathroom, LPA observed shampoo and body wash. All of these items were accessible to children and are harmful to children in care. LPA observed a bouncer on the living room couch. The bouncer was not used during today's inspection. A parent brought the bouncer for the infant. LPAs informed licensee that a bouncer is not allowable in a licensed child care facility.
Type A deficiencies were cited. Upon receipt, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months.
Per California Code of Regulations Title 22, Division 12, these deficiencies are to be cited. Exit interview conducted with licensee, Maria Cosio. POC/Appeal Rights were given and discussed during today’s inspection. A copy of this report needs to be placed in facility file for public review. A Notice of Site Visit was posted on parent board for 30 days.
