A case management inspection was conducted on this date by Licensing Program Analyst (LPA) Michael Duarte, who met with Early Learning Coordinator Jacklyn Jones. The center is located at 1025 S. Madera Avenue. The licensee is requesting an increase of capacity to to 96 preschool children with a toddler option program that will serve up to 24 toddlers that will counted in the total capacity. This program will operate year round Monday thru Friday from 6:30AM to 5:30PM. During the traditional school year, two classes will operate from 9:00 AM to 11:30 PM and from 12:30 PM to 3:30 PM. Breakfast and lunch will be provided and prepared off site, and delivered to each classroom. Ill children will the designated adult restroom. Ill children will be isolated near the teacher's desk. Room measurements were taken and reviewed with Jacklyn Jones. There are 3 classrooms that will be used by preschool children labeled classrooms #11, #12 #13. The toddler children will utilize classroom #10. This classroom measured 890 square feet which will accommodate the requested toddler capacity of 24. The total inside preschool and toddler areas measured 3,659 square feet which will accommodate the requested capacity. There is adequate storage space available for children's belongings. Outdoor measurements taken on this date total 10,800 square feet which exceeds the amount of space needed for the requested capacity. There is adequate shade available in the outdoor activity area with the building eve. Preschool and toddler children will share the outside activity area on separate shifts where they are not commingled. There is no play structure in the outside activity area which consists of a grass and blacktop area.

There are 6 toilets 1 urinal and 8 sinks/hand washing fixtures in the children's bathrooms which will accommodate the requested capacity. There is a drinking water fountain in each classroom and on the outside activity area.

LPA advised the Early Learning Director that within the toddler option program the following regulations apply;
  • Facility can NOT care for any children under 18 months old - No exceptions.
  • Ratio for teacher to child is to be 1 - 6 , with a maximum group size of 12 children with 1 teacher and 1 aid.
  • Facility must be have a current "Needs and Service" agreement on file for children 18 - 24 months.
  • Toddler teachers are required to have at least 3 infant units.
  • Licensee must keep toddler option children separate from preschool children until there is written documentation with child's authorized representatives signature to move child into and out of toddler option program.

The following items must be completed prior to issuing a license by 07/02/19:
1. An approved fire clearance for 96 preschool children.
2.Proof that classrooms #13 and #10 are set up[ with appropriate furniture and equipment.
3. Door entry's in classroom #13 has chipping paint and needs to be repainted.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for a capacity of 96 preschool children with a toddler option program that will accommodate up to 24 toddler children included in the total capacity.
