Licensing Program Analyst (LPA) Juvenal Moctezuma and LPM Diana De Leon conducted an unannounced Annual/Random inspection and met with Licensees assistant, Frances Montano. Frances stated that the licensee was out picking up her son from school. Frances stated that she was left home caring for 5 children. Frances let LPA and LPM into the home while licensee returned from picking up her son. Approximately 10 minutes later, Licensee returned with her son. LPA explained the reason of the inspection and a tour of the home was conducted both inside and outside.

Licensee stated that children have access to the first floor of her home- living room, dining room, kitchen area, 1 bathroom, and backyard. Licensee has placed a children's safety gate at the bottom of her stairs to make the upstairs inaccessible to children in care. LPA observed 5 children watching TV in the living room while LPA conducted the inspection. 3 Children were picked up during the inspection.

LPA observed plenty of age appropriate toys in the living room and observed that it was clean and free of toxins. Licensee has also placed plastic door knobs on her closet door, garage door, and pantry. The cleaning products and toxins are stored in the closet that's next to the children bathroom which is remained closed and locked during day-care hours. The bathroom was found clean and free of toxins during the inspection. The backyard has a fence that goes all around. LPA observed plenty of age appropriate toys, a play structure, and shade area.

LPA spoke about the safe sleep regulations that will take affect this year (2019) with Odaiva Centeno and reminded her to not store anything inside the cribs and playpens. LPA also provided licensee with a safe sleep brochure and the new lead brochure.

Licensee has a 2A10 BC fire extinguisher. Licensees CPR/First Aid certificate is good until 04/29/2020. Frances Montano also has a CPR/First Aid Certificate that is good until 03/16/2021.

The last time licensee conducted fire emergency disaster drills with children was on 01/18/2019. LPA reminded licensee that she needs to conduct them at least every 6 months and document them. The carbon monoxide and smoke detector were tested and found in working condition. 5 children's files were reviewed along with the children's roster and everything was completed and up to date. During file review and interview with licensee, it was confirmed that Child #1, Child #2, and Child #3 did not have proof of tuberculosis. All other immunization's were up to date. Licensee stated that she will obtain an updated Children's immunization record. Licensee stated that there are no guns or ammunition in the home and LPA did not observe any bodies of water during the inspection. Licensee and her assistant have proof that she is up to date with the immunization requirements per SB 792. Mandated Reporter Training AB 1207 was discussed during todays inspection.

Licensee is not providing Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During todays inspection, No Deficiencies were observed.
