On 5/8/2024, at approximately 9:05AM, Licensing Program Analyst (LPA) Jonathan Tse and Licensing Program Manager (LPM) Ali Zebila conducted an unannounced annual visit at the facility. LPA and LPM met with Director Vanessa Franco (D1). LPA explained the purpose of the visit. Present during the visit were D1, ten staff members, and 41 preschool age children. The facility is in compliance with staffing and ratio requirements on this day. The facility’s operating hours are from 7:30AM to 5:30PM.

LPA inspected the facility for any health or safety hazards. The facility operates in three classrooms: Giraffes, Rabbits, and Monkeys. Each classroom is equipped with a fully charged 2A10BC fire extinguisher. There is a fire alarm system running throughout the facility. There is an operational carbon monoxide detector present. Poisons, cleaning detergents, and other chemicals are stored inaccessible to children in care.

LPA observed all classrooms to be in clean and orderly condition. The surfaces of the floors are kept clean and free of debris. There are age-appropriate toys and learning materials present. Furniture is age-appropriate and free of rough or sharp edges. Cubbies are available for each child and are labeled with their names. LPA observed waste bins to be equipped with tight-fitting lids. Cots are labeled with each child’s name. Children bring bedding from home and take it back once a week for cleaning. Allergy lists are posted in each classroom and medication is stored out of reach of children in care. There is an emergency backpack containing emergency contact information in each classroom. There is a fully stocked first aid kit in each classroom. Children bring lunch from home and the facility provides snacks. Children bring water bottles from home and refill them from a non-contaminating source. The facility provides paper cups in case children do not have their own water bottle. Toilets and handwashing sinks were demonstrated to be operational.

LPA observed the outdoor play area to be free of debris and other loose articles. The outdoor play area is enclosed by a fence that is at least four feet high. There is a play structure present that is secured by resilient padding. Shade is available in the outdoor space. There is padding placed on the poles in the outdoor play area. Water bottles are brought out via trolleys so that children have access to drinking water. Off-limits areas are secured by gates and locked to be inaccessible to children in care. There are no pools or other bodies of water present in the facility.

LPA reviewed six staff files, six children’s files, and facility records. LPA observed all staff members to have current First Aid/CPR training and Mandated Reporter Training. Staff qualifications are available for review. LPA observed all children’s files to be complete. All required postings are posted and accessible for review in the Main Office of the facility. The last emergency drill was conducted on 4/24/2024. Emergency drills are properly logged and documented. The facility tested its fixtures for lead in 11/2022, and there were no exceedances of lead.

Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a
maximum of 30 days per person will be assessed if this regulation is violated.

Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP).

LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP.

No deficiencies were cited during today’s visit on 5/8/2024.
