Licensing Program Analysts (LPAs) Farhan Bashir-Tariq and Luis Gomez arrived at the facility unannounced to meet licensees, Ehab Hawwash and Enas Hawwash to deliver the findings of this complaint investigation. Purpose of the inspection was explained. Present there were 7 children with both licensees. Facility is operating within licensed capacity and ratio limits as of today 3/5/20. This is a subsequent visit today and LPA Farhan Bashir-Tariq previously visited the licensees on 1/23/20. On 1/23/10, LPA interviewed licensees, toured the facility, reviewed records, observed daily operation of the day care and collected a copy of children's roster.

As part of this investigation today, LPAs spoke to licensees and children regarding the allegation. LPAs did not receive an indication that allegation occurred in day care.
This agency has investigated the complaint alleging that licensee behavior pose a risk to the health and safety of the children. Based on the information obtained, although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is UNSUBSTANTIATED.

This report and rights to comment and appeal were discussed with licensees. This report must be available in the facility for public review. Notice of site visit shall be posted for 30 days from today's visit.
