Licensing Program Analyst (LPA), Amy Strother made a subsequent complaint investigation inspection, for the purpose of delivering complaint findings, and met with Licensee/Director, Saprina Rodriguez. It has been alleged that Licensee does not maintain facility clean and sanitary.

During the initial investigation inspection on 03/29/23 LPA Strother toured the facility and obtained a current roster of children in care and personnel report. During the tour of the facility, LPA observed the classrooms to be in clean condition, observing staff sweeping the floor and wiping down surfaces after meals. The bathrooms also were observed to be in clean condition. In each of the classrooms, staff were able to show LPA where the cleaning products were located. LPA conducted interviews with Licensee/Director (L1) and 3 Staff, Staff 1 – Staff 3 (S1-S3). The Licensee and all staff interviewed, S1-S3 were consistent when speaking about cleaning procedures. Each person interviewed spoke about children washing their hands when coming in from outside, before meals and after bathroom use.

Each staff specifically named Clorox wipes used to wiped down surfaces and cleaning the tables before use for activities or meals. Each staff mentioned that the floors are swept after meals and wet mopped with a Swiffer Jet if needed after meals, and floors vacuumed daily. Staff was detailed in their understanding of the classroom toys getting washed after hours by a hired staff person who cleans the toys on a daily rotation so that every toy is washed weekly, adding that toys are left out to air dry and put away by morning staff. Staff of younger child mentioned “dirty bins” used for collecting toys that have been mouthed to set aside for cleaning after it has been mouthed by a child. Staff interviewed stated that the staff person that comes after operating hours disinfects and deep cleans the bathrooms and washes the children’s individual water bottles, adding that water bottles are refilled in the morning with water from the sink in the Silver Squares or Blue Diamond classroom. The Licensee added that she wipes down door knobs throughout the day, using Clorox wipes. Staff interviews corroborate that staff have a clear understanding of how the facility is cleaned and sanitized and of their role and the role of others in maintaining a clean and sanitary facility. During a subsequent unannounced visit to the facility, unrelated to this complaint on 04/19/23, LPA observed the classrooms to be in clean and sanitary condition. Children were observed washing their hands after using the bathroom. LPA observed a staff person assisting a child in techniques for wiping their nose and cleaning their nose off in a sanitary way.

Based on observations and interviews conducted, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation occurred, therefore, the allegation is UNSUBSTANTIATED.

Notice of Site Visit shall be posted for 30 days from today's visit. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.

This report was reviewed and discussed with Licensee/Director, Saprina Rodriguez.
