On September 2, 2022, Licensing Program Analysts (LPAs) Joseph Pacheco and Cynthia Brannon conducted an announced Case Management inspection and met with Director, Marie Hicks. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. Licensee is requesting a change in capacity from 84 to 64 for children ages two to five years old. Licensee constructed a new building that will consist of Rooms One and Two located in Building 2. There is a total of four classrooms and four outdoor play areas. This program will operate on a traditional school schedule; August through June. This facility will provide part time options from 8:00 AM to 11:00 AM and 11:50 AM to 2:50 PM, Monday through Friday. Licensee is Merced City School District. This facility is located on the northwest corner of the premises on the corner of 11th and E Street. Parents will bring their children into the classroom and sign them in, staff will conduct daily health checks and conduct a risk assessment. Director stated that it is optional for staff and children to use masks while indoors. LPAs reminded Director that the California Department of Public Health and CDC strongly recommends for staff and children to wear face masks.
Director stated that the center will provide snacks. Food is provided by Stowell Elementary. Building 2 contains a kitchenette where staff will prepare and serve food. The kitchenette area is not fenced off and does not contain any cooking equipment. All lower cabinets in the kitchenette have locks and are inaccessible to children. Ill children will be isolated in the administrative office and utilize the bathroom located in the administrative office.
The classrooms were observed to be clean and free of toxins. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs and plenty of toys for children to play. LPAs also reminded Director not to store anything on top of high bookcases/storage cabinets that could potentially fall on children. There is a working carbon monoxide detector inside the classrooms.

LPAs reviewed with Director that any future changes to the classrooms are required to ensure that furniture does not tip over on to children, the furniture is to be anchored or situated so that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children

in care. Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 2987 square feet which will accommodate the requested capacity of 64 preschool children. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the licensed capacity. Toys and equipment appear to be age appropriate. There is a total of 6 toilets and 6 sinks/hand washing fixtures which will accommodate the requested capacity of 64 preschool children. None of the bathroom sinks are located in the classrooms.
Licensee is providing the following to provide accessible drinking water to children in care: For inside and outside drinking water, licensee has drinking fountains along with a water fountain that is designed to fill up a water bottle.
The approximate outside square footage for the preschool area is 17555 square feet which will accommodate requested capacity of 64 Preschool Children. This facility is participating in the inclusion program. Per licensee, Merced City School District, the special education program will mainstream up to 10 special education program children with 10 California State Preschool Program children in Classrooms 1 and 2, ages 2 to 5 years old, in the classrooms and outside play yard. The 10 special education program children will be supervised by their two special education teachers and two special education paraprofessional assistants when in the classrooms and the outside play yard. A schedule was provided and will be followed. Individualized Education Plan (IEP) for Special Education children will be followed.
LPAs observed age appropriate toys, a bike path, play structure and slide. Applicant is using rubber pore as cushioning. There is shade built into the play structure where children can rest and get water. Mature trees provide additional shade. The climbing play structure has an age appropriate sticker for age 2 to 5-year-old. LPAs reminded Director to provide adequate supervision at all times. There are two locked storage buildings on the play yard.

A fire clearance of 64 preschool children was approved and granted by the City of Merced Fire Department on August 17, 2022.
This facility provides Incidental Medical Services (IMS) and has an IMS plan on file. Staff are fingerprint cleared as a condition of employment through Merced City School District.

The following items must be completed prior to issuing a license. A return inspection has been scheduled for 9/14/22.
Inside Daycare:
1) Bookcase in Reading area of Building 2 must be anchored.
2) Two storage shelves on the west side of Building 2 must be anchored.

Outside Play Area:
1) Bolts on outdoor fencing need to be cut down to 3-4 threads or capped.
2) Paint is peeling off exterior walls and jagged wood on side of exterior is exposed. This needs to be repainted and jagged wood needs to be replaced.
3) Cracks on outdoor blacktop are to be filled in.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 64 preschool children.
