On 04/13/2021, Licensing Program Analysts (LPAs) Juvenal Moctezuma & Ginny Badhesha conducted an unannounced Case Management inspection and met with Site Supervisor, Danielle Waite. LPAs explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the premises of UC Merced which is located on 5200 N. Lake Road in Merced, CA. Licensee is requesting to use its existing toddler classroom #131 as an infant classroom. Danielle stated that they currently don't have the demand for toddlers but do for infants. The infant capacity of 18 infants will remain the same and nothing else is changing. Danielle stated that the move is temporarily and once COVID-19 restrictions end, they will go back to normal operation. The toddler classroom is bigger and they can continue to follow CDC Guidelines remaining 6 feet apart. LPAs observed the classroom and observed that it was clean and free of toxins. LPAs reminded Danielle to make the kitchen in between both Classroom 131 & 132 closed and locked when not in use since LPAs observed cleaning supplies on the kitchen counter Danielle stated she will install a high latch so children don't have access to the kitchen in between classrooms.

This program operates year round from 8:30 AM to 4:30 PM Monday Through Friday. Danielle stated that the center provides an AM & PM Snack and parents provide children with lunch. Daniellle stated that the center has a plan in place in case a parent forgets their lunch. Staff will utilize the private staff bathroom located at the front of the center entrance. Ill children will be isolated in the site supervisors office and use the staff bathroom. The classrooms were observed to be clean and free of toxins. The cleaning items/supplies will be stored underneath the kitchen sinks, which will be inaccessible to children. LPAs observed that the furniture and equipment appeared to be safe and in good condition. There are plenty of age appropriate items, tables, chairs, cots, & cubbies to meet the requested capacity.

Room measurements were taken and reviewed with Danielle. The total inside Infant area measured to an approximate 1,147 square feet which will accommodate the infant capacity of 18. Danielle stated that they are only going to be caring for 8 infants in classroom 131 since the other 2 infant classrooms are being used by staff as a staff lounge room. Danielle stated that they will go back to normal once covid restrictions end. LPA observed 3 cribs in classroom 131. There's a bathroom in between classroom 131 & 132 which will be shared with the toddler component. One changing table will be strictly for the temporary infant classroom & one changing table for the toddler component. The sink is in between both changing tables is within arms reach. Danielle stated that children use their own water bottles both indoors and outdoors.

The playground has a fence that goes all around. There is a shed for storage which is locked. LPA observed plenty of age appropriate toys, a bike path for children to play, grass, and patio cover that provides shade. Staff will take the infants to their own play area which has not changed.

A fire clearance for 87 children was received and granted by OSFM - UC Merced Public Safety on 04/02/2021.

This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. The following items must be completed prior to issuing a license by 04/27/2021.

Classrooms:

  • Get latch for kitchen to make it inaccessible to children.


Pending a final file review and completion of above items, a recommendation will be made to approve the use of the new infant classroom.

No deficiencies cited during today's visit.
