Prior to today's inspection, LPA telephoned call applicants and conducted the COVID-19 Emergency Response Tele-Inspection Screening Process. On August 19, 2020, Licensing Program Analyst (LPA), Norma Lomeli met with Applicants, Erika Prado and Merita Arias Garcia for a pre-licensing inspection. Applicants, Applicant, Erika Prado's husband and two minor children reside in the home. Background clearances are discussed and LIS 531 is signed indicating that the adults currently living in the home and/or providing care and supervision to children have a criminal record clearance or exemption.

Facility was inspected inside and outside as shown on the facility sketch and the following items were discussed:
  • This is a two story, four bedroom and two and half bathrooms home and upstairs area will be off-limits to the day-care children. There is a gate at the bottom of the stairs making upstairs area inaccessible. Care and supervision will be provided in the living room, kitchen, dining room and hallway bathroom.
  • There is a fireplace in the living room that applicant states it will not be used during day-care hours.
  • Children will nap in the living room on mats and infants will nap in a crib or a play yard. Applicants understands she is to supervise children at all times.
  • Facility has 3A40BC fire extinguisher, smoke alarm, carbon monoxide alarm and first aid kit in place.
  • Applicants completed the Pediatric CPR and First Aid certification through EMS Safety with Emergency Medical Services Authority stickers (EMSA) and expires on February 23, 2021.

  • Erika Prado completed the Preventative Health and Safety class on February 19, 2019. Merita Arias Garcia completed the Preventative Health and Safety class on April 9, 2019.
  • Knives are stored inside a kitchen cabinet that is made inaccessible by the use of a child proof safety latch. Medications and cleaning compounds are stored in the garage that is made inaccessible by the use of a plastic door knob covers.
  • Advised applicants fire drills are to be conducted once every 6 months and must be documented with date and time. A fire drill log was provided as an example.
  • Applicants are advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present.
  • There are no bodies of water in the home or premises.
  • There is a dog that is kept on the gated side run of the home. Applicants are advised it is their responsibility to ensure the safety of children in care at all times from the pets.
  • Applicants state there are no firearms, ammunition or poisons in the home or premises.
  • Applicants are reminded that any advertising (of day-care) such as business cards, flyers/posters, and/or signs must include facility number as per Title 22 Regulation "Advertisements and License Number" 102359 (a).
  • Applicants are advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Applicants state the home is smoke-free.
  • Applicants state that they will be transporting day care children. Applicants understands that they must have proper restraints and/or car seats for all the children under her care when transporting children.
  • Fenced backyard has a cemented and sodded area for the day care children. There is children size furniture and patio furniture. There is a small wade pool that did not contain water. There is a gazebo area for shade.
  • SB 792 immunizations verified and on file.
  • LPA discussed safe sleep pending regulations and Safe Sleep Regulation Concepts were given to applicant.

  • Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.

Required postings, forms packet, which included Parent Notification Requirement and LIC9224 were provided and discussed in detail. Applicants are advised that they may access CCLD website at www.ccld.ca.gov for additional forms and licensing updates. They are also reminded that it is their responsibility to read the regulations periodically. Applicants state that they will operate their day care Monday through Friday from 6:30 AM to 5:30 PM and as arranged. No overnight care will be provided.

LPA & applicants discussed the Community Care Licensing website: LPA and applicants discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/, click on “information and resources” click “Community Care Licensing” Click “quarterly updates” click “Child Care advocates program” and register to PIN.



Applicant are advised the following items must be corrected and documentation be sent to CCL within the next 30 days to avoid possible withdraw.
  • Applicants will make her downstairs master bedroom inaccessible.
  • Applicants will provide proof of Mandated Reporter Training certification.
  • Applicants will remove or make inaccessible hazardous items that are located on the side run of the home.
  • Applicants will remove a large speaker, ceramic tiles and handy man tool that is located in the backyard.

Pending verification of corrections, the above items and a final review of her application, licensure as a Small Family Day Care Home capacity of 8 children ages under 18 years will be recommended.
