Licensing Program Analyst (LPA) Andrea Cortez Conducted an Unannounced Required - 1 Year Inspection. LPA was greeted and granted entrance by the Licensee Faye Ferranti. LPA explained the purpose of today’s inspection is to ensure the home follows Title 22 California Code of Regulations. The census is 5: 4 preschoolers and 1 school age. Additionally, assistant Ann Willis is present in the home. Day care hours of operation are Monday - Friday, 7:30am - 6pm. The Licensee's CPR and First Aid are current and expire 10/2/25.

LPA toured the indoor and outdoor areas of the home during today's inspection. LPA did not review Child Care Facility Roster and fire disaster drill was conducted 2/12/24. The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the children in care. The home is orderly, and safe for the day care children. The LPA did not observe a wall heater as the home has central heat. Off limit areas of the home: laundry room, bathroom off the porch, and garage.

LPA and licensee discussed Staffing Ratio and Capacity from title 22 section 102416.5 (a)(e) “If no assistant provider is present at a Large Family Child Care Home, then the licensee shall comply with the capacity requirements for a Small Family Child Care Home as specified in subsections (b) and (c).

LPA observed home in order, food preparation and storage areas were found to be free of litter, rubbish, rodents, and other vermin. Additionally, cleaning supplies were securely stored in top cabinets inaccessible to children. Alhambra water is readily available via water dispenser. Licensee states and breakfast/lunches and snacks are provided to the children. LPA confirmed, no weapons or firearms on the premises.

LPA observed that a fully charged fire extinguisher and working smoke/carbon monoxide detectors are in place. Licensee does not administer medications currently.

LPA did not observe any bodies of water. However, water tables are used for play time. LPA gave “Drowning Is Silent” flyer that includes Water Safety Tips and informational website address.

LPA advised individuals who require caregiver background checks. Have received criminal record and child abuse index clearances or exemptions before working with children in care. In conjunction, LPA went over applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who encounter or provide care and supervision to the children. A $500 immediate civil penalty. An ongoing $100 per day per violation continues until the violation(s) is corrected.

LPA discussed the safe sleep regulations with the License and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.


Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The Licensee and assistants has expired the Mandated Reporter Training. LPA sent link to assistant's email address because Licensee does not have access to a computer.
