Licensing Program Analyst (LPA) Fermin Campos-Jaramillo met with Olivia Chavez, Site Director, for an unannounced case management inspection. Purpose of today's inspection: increase of capacity request submitted by the Facility to increase the licensed capacity from 22 to 24 preschool children in Classroom # 25. The facility is located in the grounds of the Mary Chapa Elementary School.

Measurements for Classroom #25: 37.833 ft. x 29.333 ft. = 1,109.755 sq. ft.
Minus the encumbered space: 25 ft x 1.250 ft + 8.500 ft x 8.833 ft + 2.333 ft x 2.666 ft + 4.583 ft x 2.416 ft + 2.166 ft x 9 ft = 143.115 sq. ft.
TOTAL INDOOR SPACE: 966.640 sq. ft. divided by 35 = 27.618 preschool children.

Measurements for playground: 139 ft x 65 ft = 9,035 sq. ft.
TOTAL OUTDOOR SPACE: 9,035 sq. ft. divided by 75 = 120.466 preschool children.

There are 2 sinks and 2 toilets available for the preschool children. There is no hot water available in the children's sink. LPA observed dispenser soap and disposable towels in Classroom # 25. Staff have one separate bathroom, located 92 feet away to the entrance of the classroom #25, that can be utilized by sick children if necessary. Sick children will be isolated in the Site Director's office located in the right side of the classroom #25 and isolation equipment will be provided.

There are 30 chairs, 7 tables, 24 cots, and 24 cubbies in Classroom # 25. There is adequate equipment, supplies and toys for the preschool children in Classroom # 25. Facility will use cots for napping.

The food preparation area (kitchen) is functional and has hot and cold running water, sink, refrigerator, microwave, and storage space for food. The Facility provides snacks and full meals which are prepared in the cafeteria of the Mary Chapa Elementary School. Director stated children use disposable utensils for eating their food. Cleaning and sanitation of serving dishes and utensils is done by staff of the cafeteria and eventually by staff of the center. LPA observed solid waste containers with a tight-fitting lids in Classroom # 25. Cleaning supplies are stored in a locked cabinet in the classroom and are inaccessible to children.

LPA observed the playground is surrounded by appropriate fencing. The playground equipment is age appropriate. There is a climbing structure in the playground and synthetic turf is used for resilient materials. Shade is provided by a canopy. Drinking water is provided by portable coolers and disposable cups. There are adequate equipment, supplies, and toys for children outdoors. LPA did not observe any bodies of water during today's inspection. Director stated playground is shared with the Greenfield Union School District Preschool Program, and usually uses the playground from 10:30 AM to 11:30 AM Monday to Friday.

Staff of the center has obtained criminal records clearance or exemptions through the Monterey County Office of Education. LPA reminded Site Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violations within a 12-month-period.

A fire clearance from the Greenfield Fire Protection Department was received prior to today's inspection.

LPA conducted an exit interview with Director prior to the conclusion of today's inspection and advised her that a Manager from the Licensing Department either will approve or deny the increase of capacity request after reviewing the application to ensure compliance with licensing requirements. Licensee might need to request a waver for the shared playground.
