Licensing Program Analyst (LPA), Cortney Nelson, met with Site Supervisor, Veronica Vasquez-Fernandez, for an unannounced Required- 1 Year Inspection. LPA was granted access to the facility by Veronica, conducted COVID risk assessment, and toured both indoors and outdoors during the inspection. The facility is located at Hall District Elementary School in a portable located near the back parking lot. Upon arrival, there were 16 preschool-age children and 2 staff members in Room B and 14 preschool-age children and 2 staff members in Room A, which is compliant with the facility license capacity and ratio requirements. LPA observed all required postings near the entrance to the facility. Hours of operation for the facility are Monday – Friday, 8:00AM-4:30PM. (Hours for day care are 8:30AM-2:30PM, full day program)

LPA reviewed sign-in/out sheets, facility roster (LIC9040), and fire/disaster drill log during today’s inspection. Sign-in/out was observed to be completed digitally using the software, ChildPlus, with full legal signature and time of day. The last fire/disaster drill was conducted on 8/26/2022, which is compliant with the six-month requirement for facilities. LPA observed two (2) fully charged 3A40BC fire extinguishers (last serviced 6/2022) and functioning carbon monoxide detectors in each room. The facility is located on a school campus and has a built in fire detector system. The facility currently has children in care who require Incidental Medical Services and medication is properly stored out of reach of children, in a locked box, with the proper documentation. The Site Supervisor states that there are no weapons or firearms on the premises.

This facility provides Incidental Medical Services- IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. Indoor areas of the facility were inspected by the LPA today and observed to be clean, orderly, and safe for the day care children. The preschool is located in a portable with two classrooms, A & B, with office space and a kitchen in between. During todays inspection, LPA observed air conditioner was being serviced by California Coast Refrigeration, Inc. and repairman states that the AC should be fixed by the end of day today or tomorrow. LPA observed sufficient age-appropriate materials, toys, and play equipment in both rooms of the facility. The floors were clean and free of tripping hazards. Drinking water is readily available for children in the facility via water dispensers and disposable cups. Staff and children’s bathrooms are clean, sanitary, and operable. There is a separate staff bathroom, not utilized by the children, which an isolated child can use if necessary. The facility has a working telephone. The Site Supervisor states that the facility is not currently offering nap time for the children, however there are nap mats available if a child is tired. Site Supervisor states that nap may be added back to the program soon.

The outdoor area of the facility was inspected and observed to be fenced in. LPA observed play equipment was in good condition, age-appropriate, and has sufficient resilient materials (turf) to absorb falls. No outdoor bodies of water were observed during today’s inspection. Shaded rest area is provided by canopy and umbrellas. There are a variety of activities outside for children to play, such as sandbox surrounding the playground area and bikes/signs. Additional water dispenser is located outside.

Food is provided by the facility and is stored and served in a safe and healthful manner to the children. The facility offers a full day program and provides breakfast, lunch, and PM snack to children through the Monterey County Office of Education Early Learning Program. Menu is in writing and posted at least one week in advance, accessible to authorized representatives. The kitchen and storage area is clean and free of litter and rubbish. Equipment necessary for the storage and service of food is well maintained, clean, and sanitized after each use.

6 children’s files were reviewed and all required documents were present including current Physicians Report (LIC701) and updated Immunization Record. 5 staff files were reviewed and all required documents were present. All staff members present have current CPR/First-Aid and the Site Supervisor's expires 2/6/2023. The Site Supervisor has current Mandated Reporter Training that expires on 9/25/2024. LPA reminded Site Supervisor that the Mandated Reporter Training must be renewed by all staff every 2 years. All staff at the facility obtain criminal record clearance through Monterey County Office of Education.

The Site Supervisor shall be on the premises during the hours the center is in operation and children at the center shall be visually supervised at all times. LPA reminded the Site Supervisor that there shall be at least one person with valid CPR and First-Aid certifications on site at all times or present during off site activities, such as field trips.

Exit interview conducted and report was reviewed with the Site Supervisor, Veronica Vasquez-Fernandez.

As a result of today’s inspection, deficiencies were cited, see 809-D.

Based on interview and observation, the licensee did not comply with the section cited above as preschool-age children are allowed to rest/lay on the carpet, rather than on a cot/mat, from 12:00-12:15PM, which poses a potential health, safety or personal rights risk to persons in care.

The Licensee will discontinue encouraging children to lay on the carpet during quiet time and if children desire to lay down, they should be offered a nap mat or cot to do so. Children should have nap materials at the facility and photos should be submitted to Licensing by 10/3/2022.
