Licensing Program Analyst (LPA) Fermin Campos-Jaramillo conducted an unannounced annual random inspection to the home today. LPA met with Licensee's helpers Karina and licensee's 14 years old daughter. Licensee Baudelia Vasquez arrived 10 minutes after. LPA explained the nature of today's visit to her. LPA observed Licensee's helper Karina in the home during today's inspection. LPA observed 10 children in care in today's inspection, included 2 infants, 6 pre school age and 2 school age. Days and hours of operation are Monday to Friday from 6:00 AM to 6:00 PM. The adults that reside in the home are the Licensee, her spouse Andres, and her adult daughter Silvia. Licensee's certifications for CPR and First Aid are current and will expire on 6/01/2021, and for helper Karina on 3/29/2021.

LPA toured the indoor and outdoor areas of the home during today's visit. LPA reviewed the Child Care Facility Roster during today's visit. The children's roster is current. LPA randomly reviewed 5 children's files and they are complete. LPA reviewed the Fire/Disaster drill log during today's visit. Last fire drill was documented on 10/18/2019. Licensee is aware that fire drills shall be at least one every six months. The Licensee has a working telephone (landline) in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. The home is clean, orderly, and safe for the day care children. LPA did not observe any wall heaters inside the home. Off limit areas in the home: Master bedroom and three more bedrooms, one hallway closet. LPA observed an electrical fireplace (located in the living room), and it has a built in metal screen. The home has a detached garage. There are no stairs in the home. Off limit areas outside the home is a section of the back yard, and the detached garage.
LPA observed a fully charged 3A40BC fire extinguisher last serviced on April 2019, working smoke and carbon monoxide detectors, and no bodies of water. The Licensee states that she does not have any weapons in the home. All detergents, cleaning compounds, medications, and other similar items are stored in the attached garage and in the laundry room inaccessible to children. LPA discussed IMS with the Licensee. Licensee has proof of immunization for herself and for her helper in file for pertussis, measles, and influenza as required by the SB792.

A review of staff records on 10/15/2019 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. LPA also reminded Licensee of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12 month period.

Supervision of children was discussed with the Licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. The Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home and a helper must be present. Licensee understands that in absence of a helper her license is reduced to capacity 8, and ratio (age of the children) must be observed always. The Licensee states that she transports children via vehicle and she understands that children cannot be left in parked vehicles unattended at any time.

LPA discussed the requirements of AB 633 with the Licensee. LPA also discussed "zero tolerance" related regulations with the Licensee.
LPA observed that the Licensee has obtained the required "mandated reporter" training that all Licensees will be required to complete starting January 1, 2018. LPA advised the Licensee that her helpers also need to have the mandated reporter training AB1207 whenever the training is available in Spanish. LPA referred the Licensee to the Department website: www.ccld.ca.gov and www.mandatedreporterca.com for additional information on the online training. LPA advised licensee of the pending Department regulation update re: Safe sleep for infant children. LPA referred the Licensee to the Department website: www.ccld.ca.gov for additional information.
Exit interview conducted with Licensee in Spanish.
No deficiencies were cited in today's inspection.

A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE FRONT ENTRANCE TO THE HOME, AND MUST REMAIN POSTED FOR 30 CONSECUTIVE DAYS.
