Licensing Program Analyst (LPA) Fermin Campos-Jaramillo conducted an unannounced required inspection to the home today. LPA met with Georgina Guerrero De Gabriel, Licensee, and explained the nature of today's inspection to her. Days and hours of operation are Monday to Friday from 5:00 AM to 5:30 PM, and Saturdays 5:00 AM to 3:00 PM. The adults that reside in the home are the Licensee, her spouse Dionisio, her parents Silvestre and Ma Leonor, and her adult son Eduardo. Also in the home resides licensee's minor children ages 17, 15, and five years old. LPA observed there were 12 children present during the inspection, included four infants and eight preschool age Licensee's helpers Ma Leonor and Bertha were present today. Certification for CPR and First Aid Card for Licensee and helpers are current and will expire on 1/27/25 for licensee, on 3/19/24 for helper Bertha, and on 8/12/25 for helper Ma Leonor.

LPA toured the indoor and outdoor areas of the home during today's inspection. LPA obtained a copy of the children's roster today and it is current. LPA reviewed five children's files and observed that parent's rights forms, immunization records forms, consents for emergency medical treatment forms, and Identification and emergency information forms are in each file. LPA observed that Licensee has conducted a fire drill during the last six months. Last fire drill was documented on 8/11/23.
The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. Licensee is using the converted garage as the main childcare area.
Off limit areas inside are: Four bedrooms, the laundry area in the hallway, and the master bathroom. Off limits areas outside: Left and right side yards. The home has back yard and it is fenced, Licensee uses the back yard as playground for the children in care. LPA observed a fully charged 3A40BC fire extinguisher last time serviced on 4/26/23, and at least one working smoke/carbon monoxide detector. LPA observed the home has a fireplace which is blocked with furniture. LPA observed the washer and dryer area is located in closet and laundry detergents are inaccessible to children. LPA observed there are not stairs inside the home. LPA observed the home does not have wall heaters, or bodies of water.

The Licensee states that she does not have any weapons in the home. LPA reminded licensee that all the detergents, cleaning compounds, medications, and other similar items are stored inaccessible to children. LPA observed the home has installed pull down fire alarms. Licensee does not know if alarms are directly connected to a Fire Station.

Supervision of children was discussed with the Licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. The Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time, a helper must be present, and ratio (age of the children) must be observed. Licensee understands in absence of a helper her license automatically reduces to capacity 8 and ratio must be observed as well. Licensee states that she does not transport children via vehicle and that she understands that children cannot be left in parked vehicles unattended at any time. Licensee uses redirection and communication with children as a form of discipline.

Licensee and her helpers Bertha and Ma Leonor have renewed the "Mandated Reporter" training on 6/13/22, 4/15/22 and 6/13/22 respectively. Licensee was advised that all adults in contact with children are required to complete the "mandated reporter" training. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training.

A review of staff records on 8/11/23 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Georgina Guerrero confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Exit interview conducted and report was reviewed with the licensee Georgina Guerrero De Gabriel.

No deficiencies were cited today.

A notice of site visit was given and must remain posted for 30 days
