Licensing Program Analyst (LPA) Elizabeth Larios conducted an unannouced inspection to deliver the complaint allegations listed above. LPA met with Director Elia Garcia and explained the purpose of the inspection.

Complainant alleges teacher/s screams at children, unqualified staff watching children and facility staff are not wearing facial coverings. Based on the available evidence including observations, record reviews and interviews completed for this complaint investigation, it is concluded that although the allegations noted on this complaint may have happened or are valid, there is not a preponderance of evidence to prove that the alleged violations did or did not occur. Therefore, the allegations are found to be UNSUBSTANTIATED.

Exit interview was conducted, where this report was reviewed and discussed with Elia Garcia.
