Licensing Program Analyst (LPA) Fermin Campos-Jaramillo conducted an announced pre-licensing tele-visit to the home today. LPA agreed with applicant Brenda Anaya to televist her home via FaceTime. The adults that reside in the home are the applicant and her husband Jose (present today during the tele-visit). Also in the home reside applicant's minor children ages 14, 12, and 10 years old.
Days and hours of operation will be Monday to Saturday from 6:00 AM to 6:00 PM. Applicant understands that the children cannot stay in the home for more than 24 continue hours. Applicant have completed the Preventative Health and Safety Child Care Training in Hartnell College on Spring 2014. Applicant's CPR and First Aid certifications are current and will expire on 3/01/22. Applicant owns the home and a copy of the mortgage bill is in the Licensing Department's file. Applicant states does not have liability insurance and will use the affidavit regarding liability insurance for child care providers.
LPA tele toured the indoor and outdoor areas during today's tele-visit. LPA observed the home does not have wall heaters and has central heating. Off limit areas inside the home: Four bedrooms, one bathroom, the laundry area in a closet. LPA observed a fully charged 3A40BC fire extinguisher last serviced on September 2019, and at least one working smoke/carbon monoxide detector. Off limits outdoor areas are: The detached garage. the left and right side yards, and a storage shed in the back yard. LPA did not observed any bodies of water and the applicant stated there are not body of water in the premises. LPA observed the home does not have stairs. Applicant's will use a flat part of the back yard as playground for the children in care. LPA observed the playground area has a fence about 3 feet tall, applicant stated there is a taller fence up in the upper part of the back yard which is in steep terrain. Applicant stated she keeps hens in the far part of the upper back yard. LPA observed the home has a barricaded fireplace. The fireplace is located in the on limits living room and has been blocked with furniture. Applicant states that there are no weapons in the home. Applicant has three Chihuahua dogs kept in the off limits right side yard. Applicant stated the dogs are vaccinated. Applicant understand that cleaning products, toxic agents, medications, and sharp objects shall not be accessible to children.

LPA reminded applicant that smoking, baby walkers, bouncers, jumpers, and similar items are not allowed in Family Child Care Homes.
A review of staff records on 4/20/2020 indicates that all adults residing in the home have received criminal record and child abuse index clearances or exemptions.
LPA reminded Applicant of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the license and who come in contact with or provide care and supervision to the children. Penalty amounts: $100.00 per person per day, minimum of $100.00 to a maximum of $500.00 per person for an initial violation and a minimum of $100.00 to a maximum of $3000.00 per person for any subsequent violation within a 12 month period.
Forms of discipline applicant will use: Communication with children and redirection. Applicant understands that children's personal rights should not be violated; including no corporal punishment. Isolation of sick children, supervision of children, capacity options, transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries, heat related illnesses, and requirements for assistant/substitute were also discussed. LPA informed applicant that fire/disaster drills must be practiced at least once every 6 months and documented. A Family Child Care Home packet with updated Licensing forms will be mailed to applicant and will be reviewed with applicant when it arrives to her home. Applicant has obtained proof of analysis of the water for this location on 5/29/2029 and has submitted a copy to this Department. LPA observed proof of immunization for measles, pertussis and influenza are in file for applicant. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Applicant submitted proof of completion of the "mandated reporter" training AB1207 obtained on 08/11/2019. LPA referred the Applicant to the training website www.mandatedreporterca.com for additional information.
LPA advised applicant of the pending Department regulation update re: safe sleep for infant children. LPA referred the applicant to the Department website: www.ccld.ca.gov
LPA conducted an exit interview with the applicant in Spanish and informed to her that a large FCCH license will be approved pending on the following: 1) Approval from a manager of the Licensing Department.
