Licensing Program Analyst (LPA) Dung Mac conducted a scheduled Tele-Pre-Licensing inspection via video conference call (FaceTime) with Evelyn Weimer, Partner. The Applicants are applying for a combination center (Preschool #274416280 and Infant #274416281) on the same premises. A Fire clearance was approved by Monterey County Regional Fire District on 4/28/2021.

The Infant Center will operate Monday through Friday from 07:30AM to 05:30PM, serving Infant children ages birth to 2 years old. The Infant program will be utilizing Rooms 1 & 2 and the Preschool program will be using Room 3.

The facility was inspected inside and outside via video conference call (FaceTime). During today’s video conference call, the indoor/outdoor measurements were taken by Evelyn Weimer, Partner, and Laura Barn, Partner/Director, as LPA observed the measuring process and provided direction over the video conference call.

INDOOR ACTIVITY SPACE:

Room 1: (18.250 x 30.000) minus (3.833 x 19.000 + 62.000 x 28.000 + 30.000 x 24.000
+ 45.000 x 22.000) (encumbered) = 510.460

Room 2: (36.000 x 23.000) minus (5.583 x 2.000 + 3.833 x 1.833) (encumbered)
= 809.810

Younger infant will be in Room 1 and older infant will be in Room 2. LPA observed that the napping area in Room 1 does not have partition to separate napping area from the indoor play area. The Infant program will offer potty training. LPA observed a changing table that is within an arm's reach of a sink in each room. LPA observed a trash can with a tight fitting lid for diapers disposal and solid waste container with tight-fitting lid in both rooms.

LPA observed that smoke/carbon monoxide detectors in both rooms. LPA observed the alcove is not gated. Cleaning supplies are kept in a locked storage outside the classroom. Evelyn states that the medications and first aid supplies will be stored in Director's office. Children who become ill will be isolated in the office with isolation equipment. There is a separate staff bathroom not utilized by the children which an isolated child can be used if needed.

LPA observed microwave and bottle warmers in each room. Feeding chairs and other appropriate seating equipment will be used to seat infants during feeding. Evelyn understands that infants shall be held during feedings if they are unable to sit unassisted and propped bottles are not permitted. Evelyn understands that the Needs and Service Plan needs to be updated at least once every 3 months. Evelyn understands that a baby walker or any similar items shall not be used on the premise of a child day care facility.

There are 3 tables, 12 chairs, 6 cribs, 24 bins, and 12 cots for the children. Infants that do not require cribs will nap on cots. Evelyn understands that each crib or cot shall be occupied by only one infant at a time and each infant's bedding shall be used for him/her only. Such bedding shall be replaced when wet or soiled.

Facility has 4 sinks (60) and 2 potty chairs (10) for children to use. The sinks used by children only have cold running water. Evelyn states that parents will provide formula, baby food, and diapers. Drinking water is available indoors via water dispenser/cups.

Laura Barn, Partner/Director, and Evelyn Weimer, Partner, have obtained a Criminal Records Clearance and Child Abuse Index Checks. Director has met the education and experience qualification requirement and has completed Preventative Health Practices, which included pediatric cardiopulmonary resuscitation and pediatric first aid, Child Care Nutrition, and Lead Poisoning Prevention. The Director has proof of immunity against Measles and Pertussis, Influenza and Health Screening with Tuberculosis clearance on file.

LPA reminded the Applicant of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the facility, and who come in contact with or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person per day up to $500.00 per person. For a subsequent violation within a 12-month period, civil penalty amounts to $100.00 per person up to $3000.00 per person.

INFANT PLAYGROUND: 86.000 x 15.667 = 1,347.36

TOTAL OUTDOOR SPACE: 1,347.36 sq. ft. divided by 75 = 17 children

Infant playground has space for 17 Infants. There is not enough space for the requested Infant capacity of 24. As a result, a waiver for playground space will be requested by the Applicants.

LPA observed the playground is separated from Preschool playground and surrounded by appropriate fencing. No bodies of water were observed. LPA observed that Infant yard does not have a shaded area for the children. Drinking water is available for outdoors via pitcher/cups.

LPA advised Evelyn that due to the current Covid-19 pandemic and "Shelter In Place" Order, the Evaluation Report will be emailed to her (email: laurasbarnccc@gmail.com) with "Read Receipt" notification. Evelyn understands that her reply to the email will serve as acknowledgement that the report was received.

LPA conducted an exit Interview and advised Evelyn that a license for 24 Infant children will be submitted for the final stage of review by Licensing Management upon the receipt of the following:
1) A waiver request along with staggered schedules for the playground space.
2) Alcove shall be gated on both sides.
3) Age-appropriate materials/toys for outdoor activity.
4) Wall or partition to separate napping area from the indoor activity space.
5) Canopy/tent/umbrella to provide shades.
