Licensing Program Analysts (LPAs) Marilou Monico and Dung Mac, conducted an announced pre-licensing inspection to the Facility today. LPAs met with Shannan Watkins, Applicant Representative, and Tiffany Allen, Site Director, and explained the nature of today's inspection. The Applicant has applied for a preschool (#274416996) and infant (#274416997) on the same premises.

The Infant Program will operate Monday through Friday from 07:00AM to 05:30PM, serving children ages birth to 24 months old. The Infant program will be utilizing two classrooms (Infant Room and Toddler Room) and the Preschool program will be in one classroom (Day Care Room).

LPAs toured and measured the indoor areas of the facility during today's inspection.

INDOOR MEASUREMENTS ARE AS FOLLOWS:

INFANT ROOM: 26.58 x 11.17 = 296.898
26.58 x 10.50 = 279.09
11.58 x 7.00 = 81.06
INFANT ROOM TOTAL = 657.048 - 6.478 (encumbered space) = 650.57
TODDLER ROOM = 26.58 x 23.00 = 611.34 - 83.160 (encumbered space) = 528.18
TOTAL INFANT INDOOR SPACE = 1,178.75 sq. ft. divided by 35 sq. ft. = 33 children

There are 3 sinks (45) and 1 toilet available for the children in the infant program. There are 7 cribs, 27 cots, 5 tables, 22 chairs, and 40 cubbies for the infants. LPAs observed appropriate changing tables that have raised sides (3 inches in height) and are within an arm's reach of a sink. LPAs observed containers with tight-fitting lids for solid waste and for disposal of diapers. The Facility has central heating/air conditioning in the classrooms. The infant classrooms have appropriate lighting. Drinking water is available for infants indoors via bottles.

Crib area is separated from the indoor activity area in the Infant Room. Tiffany understands that the infants must be under direct visual supervision of staff at all times, including nap times.

LPAs observed functioning smoke/carbon monoxide detectors at the facility. Cleaning supplies will be stored on high shelves in each classroom inaccessible to children. First aid supplies are stored in each classroom inaccessible to the children. Medications will be stored in a lock box by the exit door of the Resource Room inaccessible to children. There is adequate equipment, supplies and toys for the infants in each Classroom.

There is a refrigerator and bottle warmer in the Infant Room. The infants will be held while feeding until they are able to sit unassisted in a chair. Tiffany understands that propped bottles are not permitted. Tiffany understands that the Needs and Services Plan needs to be updated at least once every 3 months. A baby walker or any similar items shall not be used on the premise of a child day care facility.

The facility has two separate staff bathrooms. The staff bathroom located on the right corner will be utilized by sick children if necessary. Sick children will be isolated in the director's office and isolation equipment will be provided.

The second floor of the facility is off limits to children. Shannan states that the second floor will be used for staff training purposes and college courses classroom after 6:00 PM.

The facility will be providing breakfast, lunch and afternoon snacks. There is a kitchen on-site and the food preparation area is functional and has hot and cold running water, refrigerator, sink, dishwasher, stove, oven, and storage space for food. Cleaning and sanitation of dishes and utensils will be done via dishwasher. Plastic utensils and plates will be utilized by the Facility. Transportation will not be provided. LPAs did not observe any bodies of water. Shannan states that there are no weapons on the premises.

OUTDOOR MEASUREMENTS ARE AS FOLLOWS:
INFANT/TODDLER YARD: 56.00 X 44.00 = 2464.00 - 118.99 (encumbered space) = 2,345.01
TOTAL INFANT OUTDOOR SPACE = 2,345.01 sq.ft. divided by 35 sq. ft. = 31 children

The Infant/Toddler Yard is exclusively for infant program and is surrounded by appropriate fencing. Shade is provided by outdoor patio and tree. There are adequate supplies and toys for children outdoor. Drinking water will be provided outdoor via bottles.

Shannan Watkins, Applicant Representative, and Tiffany Allen, Site Director, have obtained a Criminal Records Clearance and Child Abuse Index Checks. Site Director, Tiffany, has met the education and experience qualification requirements and her Pediatric First Aid/CPR Certifications expire July 23, 2023. Tiffany has proof of completion of Preventative Health Practices and immunization in Measles and Pertussis and Influenza on file.

LPAs reminded Tiffany of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the facility, and who come in contact with or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person per day up to $500.00 per person. For a subsequent violation within a 12-month period, civil penalty amounts to $100.00 per person up to $3000.00 per person.

This facility plans to provide Incidental Medical Services – IMS. A Plan of Operation that includes IMS has been submitted to the Department. LPAs discussed and provided Tiffany the Safe Sleep Regulations (PIN 20-24-CCP) and the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep.

Updated approved fire clearance was received during the inspection.

LPAs conducted an exit Interview and advised Tiffany that a license for 31 infants will be granted pending Licensing Management Review and approval.
