Licensing Program Analysts(LPA) Fermin Campos-Jaramillo conducted an unannounced annual inspection to the home today. LPA met with Lidia Juarez, Licensee, and explained the nature of today's inspection to her. Days and hours of operation are Monday to Friday from 6:00 AM to 6:000 PM. The adults that reside in the home are Licensee, and her husband and helper Everardo, and her son Franz. LPA observed six children were receiving care during the inspection, including four preschool age and two infants. Licensee's husband was the helper today. Licensee's CPR and First Aid Certification are current and will expire on 12/19/23 for herself and for her helper.

LPA toured the indoor and outdoor areas of the home during today's inspection. LPA obtained a copy of the Child Care Facility Roster during today's inspection and it is current. LPA reviewed five children's files and are complete, including the parents right's form and the immunization records form. LPA observed the last fire drill was documented on 10/11/23. The Licensee has a working telephone in the home.
LPA observed sufficient materials, toys, and play equipment for the day care children. Off limit areas in the home are: Four bedrooms, the attached garage, and one bathroom. LPA observed the home has a glass door barricaded fireplace. Off limits outside is a storage shed located in the back yard. LPA observed the home has a back yard and it is fenced. Licensee uses the backyard as playground.
LPA observed a fully charged 3A40BC fire extinguisher last time serviced on 9/22/23, working smoke/carbon monoxide detectors and no bodies of water. The Licensee states that she does not have any weapons in the home. All detergents, cleaning compounds, medications, and other similar items are stored inaccessible to the children.
LPA observed licensee has in file for herself and for her helpers the required proof of immunization for pertussis, influenza and measles according with the SB792.

Supervision of children was discussed with the Licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. The Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time, a helper must be present, and ratio (age of the children) must be observed. Licensee understands that in absence of a helper her license capacity is reduced to only 8 children and ratio must be observed as well. Licensee stated she does not transport children via vehicle and she understands that children cannot be left in parked vehicles unattended at any time.

LPA observed Licensee has in file proof of the required "Mandated Reporter" training, AB1207 for herself and for her helpers Franz, and Everardo. Certificates of completion are dated 1/21/22. Licensee understands the training must be renewed every two years, and all the adult in contact with children are mandated to take the training. LPA provided Licensee with the website address for additional information: www.mandatedreporterca.com

A review of staff records on 10/17/23 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
Licensee was reminded that all the adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Lidia Juarez confirmed that there are no Registered Sex Offenders living in the facility.



Exit interview conducted and report was reviewed with the licensee Lidia Juarez.
There were not deficiencies cited today.

A notice of site visit was handed to licensee and must remain posted for 30 days.
