25 | On 10/16/24 at 1:30 PM, Licensing Program Analyst (LPA) Teodoro Trujillo met with licensee Olga Ayala, for an annual inspection. Present with licensee were her two adult daughter, one who is an assistant, with 6 children: five (5) preschool age and one (1) infant, licensee picked up on school age during visit. Adults living in the home are license and her two adult daughters. There are no minor children. Days and hours of operation are Monday through Friday 06:00 AM to 05:30 PM.
A listing of staff criminal record clearances associated to this facility in the CCL Licensing Information System (LIS) on 10/15/2024 was reviewed and it indicates that all Facility staff or other individuals who require caregiver background clearances have received criminal record and child abuse index clearances or exemptions. Licensee Olga Ayala was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA inspected inside and outside of bi-level home that is on top of sloped hill. LPA observed the basement and attached garage are in lower level of the home. LPA observed outside stairs leading to the front entrance have dry rot on the side rails. Licensee owns the home and Licensee states she has liability insurance for a family childcare home (FCCH). LPA observed a 3A40BC fire extinguisher last serviced on 2/18/2024. Carbon Monoxide and smoke detectors are operable. LPA observed no wall heaters in the home. LPA observed a glass door barricaded fireplace in the home. LPA observed barricaded stairs inside the home. Licensee stated there are no firearms/weapons in the home. Sharp objects, medicines, poisons, and cleaning supplies are inaccessible to the children. Backyard is fenced. Off limits indoor: master bedroom with master bathroom, two bedrooms, laundry room, attached garage and basement. Off Limit outdoor: gated rear back and left side yard area. Licensee uses the right front gated play area for children. Licensee states there are five small dogs in the home.
Children were supervised during the visit and LPA went over substitute options and reminded licensee they could only have 14 children according to her license. Licensee stated she does transport children, LPA reminded Licensee that children are never to be left in parked vehicles and must use appropriate car seats according to the child's age/weight/size.
