Licensing Program Analyst (LPA) Fermin Campos-Jaramillo conducted an unannounced annual inspection to the home today. LPA met with Maria and Hilda Rosales, Licensees, and explained the nature of today's inspection to them. Days and hours of operation are Monday to Saturday from 4:00 AM to 3:00 AM. The adults that reside in the home are both Licensees, Maria's husband Jorge, and adults relatives Jose and Pablo. There were 10 children present, included three infants and seven preschoolers. Licensee's certifications for CPR and First Aid card are current and will expire on 5/27/25 for Maria and on 9/17/24 for Hilda.
LPA toured the indoor and outdoor areas of the home during today's inspection. LPA took pictures of the Child Care Facility Roster during today's inspection. LPA reviewed five children's files and they are complete and current including the parent's rights form, the safe sleep plan, and the immunization records form. The most recently fire/disaster drill was documented on 7/31/24.
The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. Off limit areas inside the home: All second floor, one bedroom in the first floor, and the attached garage. LPA observed there are barricaded stairs in the home. Off limits areas outside: Both side yards and two storage sheds in the back yard. LPA observed the back yard is fenced. Licensee uses the left portion of the back yard as playground whenever the weather allows it. Licensee keeps 2 dogs in the left side yard and stated they are vaccinated. LPA observed a fully charged 3A40BC fire extinguisher last serviced on 2/20/24 and at least one working smoke and carbon monoxide detectors, and no bodies of water. LPA observed there are not wall heaters in the home, and a barricaded fireplace in the on limits living room. The Licensee states that she does not have any weapons in the home. All detergents, cleaning compounds, medications, and other similar items are stored inaccessible to children.
Licensees have in file proof of immunization according with the SB792 for measles, pertussis and influenza.
Supervision of children was discussed with the Licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times.

The Licensees understand their capacity options and they understand they cannot have more than 14 children in the home at any time and must observe ratio (age of the children). Licensee understands that a helper is required to assist in the home whenever the number of children is greater than 8. Licensee understands that in absence of a helper the capacity of the license is automatically reduced to 8 and ratio must be observed as well. Licensees states that they do not transport children via vehicle and they understand that children cannot be left in parked vehicles unattended at any time. Licensees use redirection and communication with children as a form of discipline.

LPA observed that both Licensees have renewed the required "mandated reporter" training on 3/11/24 and 3/8/24 for Maria and Hilda respectively. Licensee understands that training must be renewed every two years. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training.

A review of staff records on 8/07/24 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During the exit interview, the LICENSEE Hilda Rosales confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.

Exit interview conducted and report was reviewed with the licensees Maria and Hilda in Spanish.

No deficiencies were cited today.

A notice of site visit was given and must remain posted for 30 days.
