13 | Licensing Program Analyst (LPA) Leticia Rosales-Meza conducted a subsequent complaint tele-investigation video conference with Adriana Ildefonso, Licensee for the purpose of delivering complaint investigation findings. Due to COVID-19, the Department has suspended all field operations, and Licensee has agreed to attend a FaceTime video
tele-inspection in place of an in-person, site visit. Two previous investigation tele-inspections were conducted by the LPA on 11//13/20 and 11/16/20. It has been alleged that Licensee carries out unusual punishments, specifically enforces "time outs" where the children will sit facing a wall for hours, during which time they are not allowed to eat. It has been alleged facility is operating over capacity, specifically that on average there are 21-25 children in care at a time.
During the initial investigation an interview was conducted with Licensee on 11/13/20 at 04:30 PM. The Licensee denied the allegations. Licensee stated if the children are not listening or following directions, she utilizes time outs, but she talks to the child before she puts a child in time out, and only to the children who are old enough to understand and for only five minutes or less even if the child is older than five years old. Licensee stated children are always allowed to eat, she never has refused a child to eat. Licensee stated that she is not operating over capacity, she is a large day care, for fourteen. Licensee stated that she does have many children enrolled, but there are never more than fourteen children.
