25 | At 1:45pm on 11/15/2023, Licensing Program Analyst (LPA) Matthew Gallo met with facility representative Marisol Duran, an assistant at the facility. Facility representative stated that licensee was not home today. Upon arrival, LPA observed a total census of 10 children, composed of 4 infants and 6 preschool children, supervised by facility representative and another assistant.
Staff guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include master bedroom, sheds, and garage. Facility representative acknowledged that children must never enter these areas. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. According to assistants, there are no weapons in the home and LPA did not observe any bodies of water. Toxic and hazardous items are inaccessible to children. Fireplace and stairs are properly barricaded to prevent access to children. Outdoor play space is fenced.
Facility representative was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
LPA reviewed 10 children’s files and observed 6 of the 10 lacking signed LIC995A Notification of Parent's Rights. Current CPR and First Aid was verified for assistants and expires 5/2025. Facility representative was informed that mandated reported training is now available in Spanish and required for all staff members in the facility.
