At 9:55am on 11/21/2024, Licensing Program Analysts (LPA) Matthew Gallo and Mandie Goodwin met with licensee Brenda Frey for the purpose of an unannounced annual inspection. Today's total census included 8 children consisting of 6 preschool children and 2 infants. Licensee states no others were present in the home today except for their two adult assistants.

Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. No rooms in the home are off-limits. LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items are inaccessible to children, and licensee acknowledges that any poisons must be stored under key or combination lock. Per Licensee, there are no weapons in the home. LPA observed a hot tub spa properly made inaccessible according to regulations with a locked hard cover. There is neither a fireplace nor stairs in the home. Outdoor play space is fenced.

Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.

LPA reviewed 8 children’s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 11/2025, and AB 1207 Mandated Reporter Training was verified for the licensee and 2/2026. Employees files were reviewed and also observed to be complete.

LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.


No deficiencies were cited during today’s inspection.

Exit interview conducted and report was reviewed with the licensee, Brenda Frey. A notice of site visit was given and must remain posted for 30 days.
