32 | During the interview, director stated she mailed unusual incident report to licensing office since she received a complaint email from child#9’s parents on 9/10/2019 about lack of supervision resulting in an inappropriate interaction between daycare children in February 2019. LPA Han received unusual incident report that has been mailed to licensing office on 9/11/2019. The unusual incident report included email threads between child#9’s parents and director on 2/12/2019, 9/10/2019, 9/11/2019, 9/12/2019, and 9/13/2019 regarding inappropriate interaction between daycare children incident.
During investigation of the allegation of lack of supervision resulting in an inappropriate interaction between daycare children in February 2019, five out of seven staff who interviewed stated they heard about the complaint from the director on 9/10/2019. All five staff stated director asked questions about this allegation last week.
Staff#3 stated she did not remember any incident involving child#8 and child#9, involving in a physical altercation. Staff#3 stated she was not child#8 and child#9’s classroom teacher. Staff#3 stated her classroom children joined with child#8 and child#9’s classroom children during lunch and outdoor play time. Staff#3 stated child#8 and child#9 were good friends and they always played together during outdoor play time. In February 2019, staff#3 stated she was standing in front of outdoor restroom to helped children who need to go to restroom. Staff stated child#8 and child#9 were playing in front of children’s restroom. Staff#3 observed child#8 and child#9 were playing tag. Child#8 fell on top of child#9 while they were running. Staff#3 observed the incident and stated it was usual incident for children. Staff#3 stated she did not see any inappropriate behavior between the children, during the incident.
Staff#1 stated she was a teacher for both child#8 and child#9 between 9/2018 and 6/2019. In February 2019, staff#1 and director met with child#9’s parent in the director’s office for 2-3 minutes. Both staff#1 and director couldn’t remember the date. Staff#1 stated child#9’s parent wanted to talk about what child#9 had disclose. Child#9’s parent couldn’t disclose when it happened, where it happened, and how it happened, about the incident in question. Staff#1 stated she could not recall any inappropriate incidents or interactions between child#8 and child#9. All five staff stated they did not see any inappropriate behavior between child#8 and child#9. All children interviewed at the facility disclosed no daycare children touched inappropriately.
