Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of adding toddler option component to the preschool program. The facility is not changing the capacity on the total license. The facility is assigned room # 1 and room # 2 for toddler option program. LPA met with director, Peggy Young who toured the facility with LPA. Census was taken. There were a total of 58 preschool children with 7 staff in different rooms and on the playground. Currently the facility is licensed for 138 preschool children in rooms # 1, 2, 3, 4, 5, 6, 7, 8, 10, 11, and 12. Room # 10 is assigned for morning preschool children from 7:00 am to 2:30 pm except for Thursday which is 1:30 pm and is used for school age children from 2:30 to 6:00 pm.
The facility has requested to provide care and supervision for 114 preschool children and 24 toddlers from toddler option program, Monday through Friday, 7:00 a.m. to 6:00 p.m.

A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.

The parents provides snacks and lunch to their children. The children are dropped off and are singed in and out at the entrance electronically. The facility has met all the posting requirements.

Room # 1 and Room # 2 which are part of the preschool rooms were measured as follows:
Room # 1 : 450 square feet divided by 35 = 12.85 (13 children)
Room # 2: 450 square feet divided by 35 = 12.85 (13 children)
Total indoor space for rooms 1 and 2 are: 900 square feet divided by 35 = 25.71 (26 children)
Toilets: 11 X 15 = 165 children
Sinks: 17 X 15 = 255 children
Urinal: 1 x 5 = 5 children

Outdoor space on the preschool playground is fenced and the toddler option has its own outdoor space on the preschool playground which has been fenced off from the preschool playground.

Total outdoor activity space measurement is as follows:
Toddler Option Playground located on the preschool playground: 1916 square feet divided by 75 = 25.54 (26 children).
Total outdoor Preschool Playground is 9589 square feet divide by 75= 127.85 (128 children)
The facility is equipped with carbon monoxide detector.
LPA discussed the safe sleep regulations with director, and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed the director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

LPA reviewed with director the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted. Orange county Fire authority has approved the requested capacity of 114 preschool children and 24 toddlers from toddler option program. Based on today’s indoor and outdoor measurements, sinks and toilets availability, the request of the facility for adding a toddler option component in rooms # 1, and 2 for ages 18 months to 36 months will be final reviewed and discussed with management in the Regional Office. The facility will be notified if any additional document is required.

Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform.

A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.

Based on the indoor measurements, outdoor measurements, number of toilets, and sinks, the total capacity will be 138 children. (24 toddlers ages 18 to 36 months old) and 114 preschool children ages 2 to 6 years old. The director was informed of checking children under 24 months old every 15 minutes and logging them in during nap time. A sample of the log was given to the director. The director was also informed the maximum group of toddler option with two staff is 12 toddlers. Each group should not exceed 12 toddlers.

The following are needed before an updated license is issued: Please send them no later than 30 days of today's date.



1- Wavier request to share the restroom of the facility for the toddler option program with preschool program. There are 4 toilets and 2 sinks in this restroom that will be shared with each other. Please send the following with your request letter to our office. LIC 999, LIC 500, posting pictures on the restroom walls.
