Complainant stated that staff #2 (S2) secretly tells children that staff will give them treats when facility banned staff from giving anything considered a treat to the children and when S2 disciplines the children, S2 calls the children names and uses publicly shaming techniques.
During staff interviews, S2 admitted that staff have given popsicles to the children as a reward system towards the end of the day but has stopped. S2 also stated that staff have not used any inappropriate words towards children, or never with an attention to hurt the children. Example of words that were used “you need to think a little more”, “pay attention”, and “use your brain a little more”. Staff #3 (S3) disclosed that staff have heard S2 telling the children that S2 will get them boxes of popsicles even if the facility is no longer giving them out. S3 and Staff #4 (S4) disclosed that they have heard S2 calling children “stupid”, “use your brain”, and shaming the children during homework times.
LPA interviewed six (6) children. The children did not disclose any pertinent information regarding the allegations of this complaint.
On 11/20/2024, LPA called six (6) parents requesting an interview. Four (4) parents were reached. The parents interviewed did not express any concerns related to the allegations and did not provide any information that could corroborate the allegations. The additional parents did not respond to the Department’s request for an interview.
Based on the information gathered from LPA's interviews, it was determined staff’s behavior poses a risk to day care children, and that staff speaks to day care children in an inappropriate manner. The preponderance of evidence standard has been met; therefore, the above allegations are found to be SUBSTANTIATED. California Code of Regulations, Title 22, 101223(a) Personal Rights are being cited on the attached LIC9099D.
Exit interview was conducted with Director, Alison Bartels. Notice of Site Visit was posted during the visit. Director was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. |
