1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25	Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection at the above facility for the purpose of adding new Toddler option to the current Preschool License. Currently facility is licensed for 63 preschool age children, 2-6 years old in Room # 2,3 and 4 only. Facility is now requesting to add the Toddler option with a capacity of 12 (18 months – 36 months) in the new Toddler room # 1 and decreasing the Preschool capacity to 51 children (24 months to 6 years old) in Room # 2,3 and 4. Facility Director Ms.Rosales, Irma gave a tour of the facility including new Toddler classroom, Preschool rooms and preschool play yards. Per the new Application received facility shall serve Preschool age children from 2-6 years old and Toddlers (18 -36 months) Operating hours for this program will be Monday to Friday 7:00 AM to 6:00 PM (full day session) and Half day session from 8:30 AM to 1:30 PM The following was observed in new Toddler room · Age appropriate furniture and equipment’s · Educations items (Learning and tactile activity items) · Arts and Crafts activities. · Room is well lighted with ventilation. · Drinking water is available through filtered water pitchers and personal water bottles · AM/PM snack and lunch is offered by the facility, and if Lunch is brought from home, and these containers shall be labelled by the parents and stored in their individual cubbies.

· Manual sign in and out
· CDC Guidelines are being followed.
· Toddler option has a designated one toilet and sink in the common toilet area across the classroom . There is also a changing table with a sink within the arm’s reach. Toddler option classroom has a sink inside the classroom also.
· There is a Potty Chair if needed
· Children shall nap on cot and lines are brought from home and Facility has additional linens if needed.

On today’s inspection facility is adding new Toddler room and the measurements are as follows

Toddler room # 1 : Indoor activity space: 345 divided by 35 = 9'86 (10 toddlers)

Facility has requested the capacity of 12 Toddler option children but has indoor space for only 10 Toddler option children.

Total sinks:2 X 15 = 30 children / Total toilets: 1 X 15= 15(children)

Outdoor space: Toddler option children shall share the outdoor play yard on a rotating basis with the Preschool children. Facility shall submit a Waiver request for outdoor activities.

Preschool: Facility is also decreasing the Preschool capacity from 63 to 51 children. Room 2, 3 and 4 were remeasured again on today’s inspection.

Indoor activity space : 1776'70 divided by 35 = 50'76 (51 children)

Facility has requested a total of 51 preschool children in the three designated rooms and it has sufficient space to occupy the requested capacity for 51 preschool age children.

LPA observed the following in each classroom
Classrooms are adequately equipped with age and size appropriate furniture and equipment.
Drinking water is available by filtered water pitcher with cups and personal water bottles.

Facility has communal bathrooms with 5 toilets and 3 sinks designated to the preschool classrooms .
Each room has a sink and enough storage space for children and teaching staff.
Preschool age children nap on cots and linens are brought from home.

Total Sinks and Toilets : Sinks: 6 x15 = 90 and Toilets: 5 x 15= 75

Outdoor Preschool yard: The preschool yard is accessible from each classroom; the yard has a surrounding fencing with age appropriate play structures and climbing structures placed over the soft cushion, the yard is completely fenced with covered patio area and concrete and grass flooring.
The yard shall be shared with the Toddler option children on a rotating schedule. Facility shall submit a Waiver

Outdoor activity space: 6133'19 divided by 75= 81'78 (82 children)

Facility Administrator is current on the required Pediatric CPR/First Training: Valid up to 9/4/2022

Fire clearance has been granted by Orange County Fire Authority for a capacity of 63 children (51 Preschool and 12 Toddlers)

Based on today’s room measurements / Outdoor space with sinks and toilets: Facility has sufficient space to accommodate only 51 Preschool age children (2 years - 6 years old) in Room # 2, 3 and 4 with 10 Toddler option children (18 - 36 months ) in Room # 1.

A new license for 61 children (51 Preschool age children and 10 Toddler option children) shall be issued upon management approval.

Exit interview conducted. Notice of Site Visit was posted. Director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post it will result in civil penalties of $100. Appeal rights presented to the Director.
