The purpose of this inspection was to conduct a Complaint Investigation of the facility. On 9/16/19 a complaint was filed with the Licensing office. Census was taken in individual classrooms. The overall census observed was 13 preschool staff and 42 preschool children. A review of staff criminal clearance records on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.

During an initial investigation inspection on 9/18/19 LPA was informed there are 18 staff members employed at the school. LPA Taylor reviewed all 18 staff transcripts. Staff transcripts reviewed verify 10 of the 18 staff have the ECE units required for a qualified teacher.

The allegation is there are three staff members who are not qualified teachers in three different classrooms without a qualified teacher in the rooms.

Upon review of all 18 staff files and qualifications, the employee personnel/work report and interviews with director and assistant director it was verified the director and assistant director rotate opening and closing the facility every day. Both the director and assistant director are fully qualified.

During today’s inspection LPA Taylor reviewed the employee’s schedules, with their classroom assignments, verifying there is qualified teachers in the classrooms during all periods of the day.
LPA Taylor interviewed 13 staff and 13 out of 13 staff deny an aide is ever alone with the children in care.

The allegation is there are no qualified teacher on campus past 4:30 PM.

On 9/18/19 at 4:55 PM LPA observed 4 staff with 20 children. Two of the 4 staff observed by LPA were verified as qualified teachers.

During today’s inspection LPA Taylor reviewed the employee’s schedules and with their classroom assignments and discovered there is a qualified teacher on campus after 4:30 PM every day of the week.

LPA Taylor interviewed 13 staff and 13 out of 13 staff deny an aide is ever alone with the children in care and stated there is always a qualified teacher with the aide..

Based on LPAs observations and 13 Staff interviews conducted, staff schedules and classroom assignments although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is Unsubstantiated.

In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit.

An exit interview was completed. The report was reviewed and discussed. Appeal Rights and deficiencies were discussed. The facility representative was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received by the Licensing office within 15 business days.
