Licensing Program Analysts (LPAs) Yesenia Villa and Tina Nguyen conducted an unannounced random inspection on this day to ensure the health and safety of the children in care. LPAs met with Lisa Calvillo Director, who guided analysts on a tour of the facility. This is a preschool program with a capacity for 60 children, there are three classrooms that are separated by age groups. The 2-3-year-old classroom was observed to have 20 napping children with one staff. The 3-4 yr. old classroom had 11 napping children with one staff. The Pre-K room was observed to have no children at the time of the inspection. There were a total of 33 napping children upon arrival with two teachers and the Director. The facility was observed to be within ratio. This facility is located on site of Juliet Morris Elementary School. All individuals present have obtained a criminal record clearance prior to working and being in the presence of the children in care. This facility operates a half day and a full day program. The hours of operation are 8am-12pm for the half day program and full day program operates, Monday through Friday 6:30am-6:00pm. All areas identified on the facility sketch were inspected. Sign in and Sign out sheets were inspected, and all children present were signed in.

The following was observed during this inspection. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Children have their own cubby to store their belongings. Linens are washed weekly by parents as stated by the Director. The facility has age appropriate furniture and equipment including, but not limited to sleeping cots or mats. General sanitation was observed of the facility. There is available, accessible in door drinking water available via water fountains. During this inspection it was observed that the children’s restroom had a leaking toilet. Director acknowledge the leak and stated she would notify the School District for repair,a work order was placed to the district before LPA left the facility. Disinfectants, cleaning solutions, medication and other items that are dangerous to children, were inaccessible to children. Director was reminded that all poisons must be under lock or combination.

Snacks were observed in the classroom for quantity and menus were posted in a public place where they are visible to parents. The center provides morning and afternoon snacks, lunch is provided by parents. Menus for the past 30 days are available upon request.

The outdoor play area was inspected thoroughly. The surface of the outdoor activity space is maintained in a safe condition and is free of hazards. Outdoor drinking water is provided to the children via water fountains. All areas around or under high climbing equipment, slides, and similar equipment are cushioned. There is adequate shade in the play yard provided by sail shades. There is at least one person trained in CPR and Pediatric First Aid present during this inspection.

Children's roster was reviewed and is current. Disaster drill log was available, last drill was conducted on 08/12/19 per Director. Children’s Records were reviewed for completeness; Inspection of required forms was made. In review of children’s records, Immunizations and LIC700, 701 and 702 forms were inspected and complete.Staff files were reviewed for completion of immunization's, MMR, TDAP & Influenza, along with the completion of the Mandated Reporter training. First Aid supplies were observed in the classroom. Epi Pens were inspected for expiration date and proper documentation, requirements were met .This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPAs advised the Director where to access forms, regulations and quarterly updates on the Child Care Licensing website at: www.ccld.ca.gov. There were no citations cited during this inspection.

A notice of site visit was issued to Director Lisa Calvillo along with an exit interview and a review of this report. Failure to keep posted for 30 days will result in a $100.00 civil penalty fee. Appeal rights were provided and explained. In case of an appeal, appeal must be received within 15 days of the citation addressed to the Regional Manager, Ms. Bertha Manzanarez.
