On 8/17/20, Orange County Child Care Office received the following complaint allegations that (1) children in care were not being fed properly, (2) does not treat child in care with dignity and licensee allowed a child to wear a clown mask, (3) day care is not kept in a comfortable temperature, (4) Children are not being supervised properly and (5) taunting a child.
During the investigation, LPA Connolly interviewed licensee Malinda Patt via facetime on August 24, 2020. According to the allegation that children in care are not being fed properly, the licensee states meals are provided for am and pm snacks, lunch and breakfast if needed. When children are still hungry, licensee will offer something to eat. The 3 out of 5 parents interviewed stated the licensee provides meals to the children in care and no disclosure regarding the children are not properly fed. There were 4 children interviewed and 2 provided samples of the food they eat throughout the day while in care while and the other 2 children did not indicate being hungry while in care. Upon the virtual tour of the home, the licensee showed where the food supplies are stored in the pantry and the refrigerator which have sufficient amount of food for the children in care for today.
LPA Connolly interviewed the licensee on August 27, 2021 regarding the clown mask in the facility. Licensee stated one of the children in care wore a clown mask and putting them on and off throughout the day and there was no indication of other children being afraid of the mask. The licensee’s assistant was also interviewed and did not witness a child wearing a clown mask. The six parents interviewed; two parents indicated their child was frightened by child in the daycare who wore a clown mask. The other four parents interviewed did not indicate having knowledge of a child wearing a clown mask as none of their children made any disclosures to their parents. Three children were interviewed; one child stated there was a person wearing a clown mask that scared the child. The two other children confirmed that a child wore a mask and did not witness any children were scared. Licensee stated one of the parents questioned her about a clown video. Licensee stated that some of the children in care were watching a video about a clown. Licensee described the video as skits of people wearing clown masks and scaring people. Licensee stated the children bring their iPads to the day care and would watch videos. After the incident, the licensee no longer allows children in care have free access to the electronic device and are closely monitoring what children watch and will only use doing schoolwork. |
