Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek conducted a case management inspection of the facility for the purpose of adding room # 6 to the existing rooms to increase the capacity of infant/toddler license. LPA met with director, Jasmin Canales who gave a tour of the school to LPA. Currently the facility is licensed for 32 infants and toddlers in rooms 1, 2, 3, and 4. LPA observed there were a total of 24 infants and toddlers with 6 staff in rooms 1, 2, 3, and 4.
A review of the Facility Personnel Report Summary on this date indicates that all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
The facility has requested to provide care and supervision to 48 infants and toddlers ages birth to 2 years old, Monday to Friday from 6:30 am to 6:30 pm in rooms 1, 2, 3, 4, and 6.
The children are dropped off and are singed in and out at the entrance door. The facility has met all the posting requirements. All the infants and toddler rooms including the new added room were measured.
The indoor activity space measurement for the current requested capacity is as follows:
Room 1 is: 460.59 square feet
Room 2 is: 488.70 square feet
Room 3 is: 473.69 square feet
Room 4 is: 393.19 square feet
Room 6 is: 678.37 square feet
The total indoor space for all the 5 classrooms are: 2484 divided by 35 = 70.99 (71 children)
Total outdoor activity space measurement is as follows:
Outdoor space for the infant/toddles is: 2105 square feet divided 75 = 28.07 (28 children)

Total of toilets: 4 X 15 = 60 children
Total of sinks: 6 X 15 = 90 children
Additionally there is one sink attached to the diaper changing table in each of the 5 classrooms. All the diaper changing tables meet Title 22 Regulations. The diaper changing tables are located in the classrooms in a way the staff are able to supervise the rest of the children while changing diaper for one child.
The classrooms are equipped with carbon monoxide detector. All the classrooms have age appropriate toys and equipment. Every 15 minutes check on the log was discussed and reviewed as well as infant needs and service plan. The director's CPR and 1st aid, immunization, and Mandated Reporter Training Certificates are current.

Orange county Fire authority has approved the requested capacity of 48 infants and toddlers by adding room # 6 and is on file.
Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platform. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the director, Jasmin Canales.

Based on today’s measurements, the sinks and toilets availability, the request of the facility for adding room # 6 with a capacity of 48 children will be final reviewed and discussed with management in the Regional Office after receiving the following. The facility will be notified if any additional information is required.


1- Waiver request for using the playground on a staggered schedule for 48 infants and toddlers not to exceed 28 children at any given time. Please submit LIC 999, LIC 500, playground schedule, and a Photo of the playground with your request letter.
