Licensing Program Analyst (LPA) Stacy Torrence conducted an unannounced annual inspection on the above facility. LPA met with Ida King, Director, who guided the analyst on a tour of the Early Childhood Setting indoors and outdoors. There were 16 napping infants, with six staff supervising. The facility operation hours are: 7:00 a.m. to 6:00 p.m. Monday-Friday. This program serves infants and toddlers, ages 6 weeks through 24 months, in room #1 only. This facility has a waiver which allows staff to use hand sanitizer in lieu of soap and water because the infant changing table is not within arm reach of a sink. A review of staff records on this date indicates that all facility staff or other individuals who required caregiver background checks have received criminal record and child abuse index clearances or exemptions.

The facility was reviewed to ensure compliance with license conditions and limitations, staffing and ratios, inaccessibility to poisons, medication, and hazardous items that can pose a danger to children. Equipment and furniture were inspected to ensure it's in good condition, free of sharp, loose or pointed parts. The bins had tight fitting covers. The napping area is separated from the activity area and has sufficient infant napping equipment. There were no baby walkers observed on the premises. There was a hand sanitizer dispenser in lieu of a sink located in arm reach of the changing table. Bottles and dishes are labeled with the current date and children's names. There are no weapons, firearms or bodies of water in the facility per the staff. The playground was inspected for safety, good condition of equipment, including appropriate cushioning material around and under high climbing equipment. Staff's files were reviewed for education verification, CPR/First Aid, infant units, Staff had the required mandated reporter training on file and the required immunization's on file for Pertussis, Measles, and Influenza. There were carbon monoxide detectors present during today's inspection.

A sample of children's files were reviewed for completeness of medical assessment. The facility has an individual feeding plan for each infant and each infant has an infant Needs and Services Plan.

This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA provided director the Guide to Safe Sleep and Effects of Lead Exposure handouts.



LPA reviewed and discussed the following with the Director: Mandated reporter training AB1207 for all facility staff must be completed and in the staff members files and renewed every 2 years. All staff had the Mandated Reporter Training certificate on file.

After LPA’s tour of the facility and review of children's and staff records, no deficiencies were cited. The facility was in compliance with the California Code of Regulations, Title 22, Division 12, during today's inspection.

Exit interview was conducted with director. The Notice of Site Visit (LIC 9213) – must remain posted for 30 days during the hours of operation after each site visit by a licensing representative. Failure to maintain posting as required will result in a civil penalty of $100.00. Exit interview was conducted with Lydia Palacios, Director, including, but not limited to Provider Rights, Appeal Procedures and Agencies Consultative Role.
