32 | During the investigation, LPA reviewed the LIC 500 (work schedule), interviewed the complainant, the site director, 5 teachers and 6 children who were in attendance at the child care center on 12/17/2019.
Interviews conducted with the center site director, teachers, and children revealed and confirmed that the center does have a stray cat issue in the surrounding neighborhood. At unknown times throughout the day stray cats will come onto the child care center grounds and leave fecal matter in the sandbox or the grass areas. Interviews were conducted with children who attend the preschool revealed that they have sometimes seen fecal matter from stray cats in the sand box or grass areas.
The site director stated that they do remove fecal matter immediately, if she or any preschool teachers see it. The site director stated that there are times that they may not be able to catch all fecal remains that the stray cats may leave behind.
Based on interviews, records reviewed, the licensee failed to keep the facility grounds clean and sanitary at all times. Therefore, the preponderance of evidence standard has been met and the above allegation is found to be substantiated. California Code of Regulations, Title 22, Division 12, 101238 (a) Buildings and Grounds is being cited on the attached LIC 9099D.
