Reporting Party (RP) alleges (1) teacher pulled child’s hair, (2) teacher took nap blanket from child because she was not eating her lunch, (3) teacher had child face the wall in the corner as an act of "time out", (4) staff refused to let grandparent in facility.

Per the RP, In November 2022, child #1 (C1) told RP staff #1 (S1) pulled my blanket off me, pulled my hair, and put me in the corner. Per the RP, In March 2023, C1 stated S1 placed me in the corner again.

During the investigation, LPA interviewed five staff, interviewed five children, interviewed five parents, reviewed staff files, retrieved the facility roster and Parent Handbook. LPA contacted 15 parents via phone call and 5 parents were able to be interviewed.

On 4/29/2024, LPA conducted five staff interviews. All staff stated they have never pulled a childs hair or witnessed other staff pulling the hair of children. All staff stated they have never pulled the blanket off a child during nap tap time or witnessed another staff doing so. All staff stated when children do not want to nap or cannot sleep, children will read a book or given some type of quiet activity. All staff stated they do not place children on time out. Two staff stated they do not have time out at school, but they do have positive discipline. Positive discipline entails problem solving, one on one conversation with the child, and parent communication.

RP alleges staff refused to let grandparent in facility. During staff interviews, all staff stated they have never told a parent or authorized representative they could not enter the facility. One staff stated if the gates are open, parents are welcome to enter. Another staff stated parents also have the option to schedule a time to enter the classrooms. During the visit on 4/29/2024, LPA observed PUB 393 Notification of parents’ Rights posted in an area that is visible to all parents. The posting reads “As a parent/authorized representative, you have a right to enter and inspect the child care center without advance notice whenever children are in care.”

On 4/29/2024, LPA conducted five child interviews. All children interviewed stated they like coming to school. Four out of five children interviewed stated S1 was their favorite teacher.
