On 10/06/2025, LPA made an unannounced visit to the facility and interviewed staff. Director provided LPA with facility roster, personnel roster, admission agreement from 2023, current 2025 admission agreement, parent handbook and other documents pertinent to the investigation.
During investigation, LPA conducted observations on care and supervision on 10/06/2025 and 12/09/2025. LPA Castro interviewed six (6) staff members. LPA Castro attempted to interview children, but they were not eligible. LPA also contacted seven (7) parents, but they did not want to be interviewed, nor did they call back.
Regarding allegation (1) Staff did not change child's diaper timely leading to diaper rashes, LPA observed staff to be very attentive to the children in care. LPA Castro observed children’s storage area (diapers, wipes, clothing and other personal items) to be organized, clean and utilized frequently. All six (6) interviewed staff provided consistent statements about the facility’s diaper changing procedure. All six (6) interviewed staff were employed at the facility back in 2023 at the time of the allegations. All six (6) staff interviewed provided consistent statements about following facility’s diaper changing internal processes. Two (2) out of the seven (7) parents answered but refused to be interviewed. The other five (5) parents did not answer or call back.
During record review, LPA examined the current and previous Admission Agreement, as well as Parent Handbook. Director also provided LPA with updated PDF copies of “Diaper Change Procedures” in English and Korean for staff to follow in classroom.
Regarding allegation (2) Staff left child without a diaper on, all six (6) interviewed staff provided consistent statements about maintaining a diaper on a child that requires one. All six (6) staff provided consistent statements about following the facility’s toilet training policy. Two (2) out of the seven (7) parents answered but refused to be interviewed. The other five (5) parents did not answer or call back. During record review, LPA Castro examined the facility’s Dreamland Preschool Inc. Potty-Training Policy that states the facility will continue the same potty-training routine as done at home. LPA Castro also reviewed the facility’s admission agreement.
